Requirements
  • A bachelor's degree, or an equivalent combination of education and experience, is required.
  • At least 5 years of experience in regulatory compliance, legal, or a related field is required.
  • Experience supporting compliance governance, issue management, regulatory examinations, attestation programs, and executive or board reporting is required.
  • Expertise in the regulatory and legislative environment for federally regulated financial institutions, including the Bank Act, Financial Consumer Agency of Canada requirements, Foreign Account Tax Compliance Act requirements, and Office of the Superintendent of Financial Institutions regulations and guidelines, is required.
  • Demonstrated leadership capabilities, including communication, influence, collaboration, and change management skills, are required.
  • Strong understanding of Office of the Superintendent of Financial Institutions Guideline E-13, Regulatory Compliance Management principles, governance frameworks, the Three Lines of Defence model, and second-line oversight is required.
  • Ability to interpret laws, regulations, and supervisory expectations and translate them into practical internal policies, procedures, governance practices, and compliance management activities is required.
  • Ability to influence and challenge constructively across all levels of the organization is required.
  • Ability to develop strategic, innovative, and pragmatic recommendations that meet regulatory obligations and operational needs is required.
  • High professional and ethical standards and integrity are required.
  • Excellent written, verbal, presentation, and communication skills, with strong attention to detail, are required.
  • Strong understanding of consumer protection laws under the Bank Act and Financial Consumer Agency of Canada regulations affecting federally regulated credit unions and banks is required.
  • Strong knowledge of financial products and services is required.
  • Advanced change management and cross-functional collaboration skills are required.
  • Strong understanding of regulatory compliance data relationships, taxonomy, reporting requirements, and risk management system functionality is required to support accurate Regulatory Compliance Management reporting, dashboards, attestations, issue management, and oversight.
  • Ability to demonstrate adherence to policies and procedures and understand risk and risk ownership is required.
Responsibilities
  • Lead the implementation and maintenance of the enterprise Regulatory Compliance Management Framework and its underlying policies, procedures, standards, and methodologies.
  • Execute governance and oversight activities, including Regulatory Compliance Management effectiveness assessments, regulatory risk ownership attestations, and issue management.
  • Monitor regulatory developments, supervisory expectations, and industry practices, and assess their impacts on the Regulatory Compliance Management Framework.
  • Maintain and update the Regulatory Compliance Management Framework and its control elements to align with evolving regulatory requirements.
  • Provide guidance to first- and second-line functions on compliance management requirements, roles, responsibilities, and expectations.
  • Support change management activities that promote consistent adoption of the Regulatory Compliance Management Framework across the organization.
  • Execute independent second-line oversight and challenge of first-line regulatory compliance risk governance, management, monitoring, and reporting practices.
  • Support the development and enhancement of compliance reporting, dashboards, key performance indicators, and key risk indicators used by senior leadership, governance committees, and the Board.
  • Partner and coordinate with adjacent second-line functions where compliance risk intersects with other risk domains.
  • Monitor the regulatory landscape for new and emerging requirements.
  • Conduct research and analysis of banking laws and regulations.
  • Maintain the regulatory obligations inventory.
  • Develop and support compliance training, awareness activities, and tools that promote understanding of regulatory obligations and reinforce first-line ownership.
  • Provide operational and program management support to the Member Advocacy and Privacy functions, including regulatory change implementation, policy and procedure enhancements, requirements drafting, issue management, regulatory reporting, and examination readiness activities.
  • Travel overnight 7–12 times per year.
Desired Qualifications
  • Compliance, governance, audit, or risk management designations are an asset.
  • Previous experience working in the compliance function within a bank or federally regulated credit union is preferred.
