The Metropolitan Water District of Southern California (Metropolitan) is looking for a Government and Regional Affairs Representative to serve as a key liaison between Metropolitan, its member agencies, local governments, elected officials, and community partners across Eastern Los Angeles County, San Bernardino County, and Riverside County.

This is an opportunity to put your knowledge of government relations, public policy, water issues, and regional affairs to work on issues that directly affect communities and the future of Southern California’s water supply.

What You’ll Do

As a Government and Regional Affairs Representative, you will:

• Build and maintain relationships with member agencies, elected officials, local government leaders, community organizations, businesses, and other regional stakeholders.
• Serve as a primary regional liaison for Metropolitan, responding to questions and providing information about programs, policies, projects, legislation, and community initiatives.
• Monitor and interpret legislative, regulatory, and policy issues and communicate their potential impact to internal and external stakeholders.
• Represent Metropolitan at civic, business, community, and trade association meetings throughout the region.
• Give presentations and communicate complex water, legislative, and policy issues in a clear, accessible way.
• Coordinate regional outreach activities, special events, and meetings that strengthen collaboration between Metropolitan and its member agencies and communities.
• Organize and lead facility tours and specialized inspection visits for member agencies, elected officials, public agencies, and community or business organizations.
• Work independently while exercising sound judgment in interpreting policies, procedures, regulations, legislation, and regional issues.

Who We’re Looking For

The ideal candidate brings a combination of government relations expertise, public-sector knowledge, communication skills, and an understanding of regional water issues.

Your background may include experience with:

• Water policy, water resources, or utility programs
• Government or legislative affairs
• Environmental programs or environmental policy
• Land-use planning or regional planning
• Municipal government or other public agencies
• Community or stakeholder engagement
• Working with elected officials and their staff
• Public outreach, presentations, or intergovernmental relations
• Regional infrastructure or public policy issues

Experience working in the water or utility industry is especially valuable, as is knowledge of the communities, agencies, and regional issues affecting Eastern Los Angeles County, San Bernardino County, and Riverside County. Most importantly, you know how to listen, build trust, navigate complex issues, and bring diverse stakeholders together around shared goals.

Schedule: 9/80, Monday through Friday/alternating Fridays off.

Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONSEducation and Experience: Bachelor’s degree from an accredited college or university in a related field and four years relevant experience. 

Relevant Experience is defined as: experience interacting with elected officials, stakeholder groups and/or municipal agencies

This classification performs work that requires maintaining confidentiality and is routinely privy to matters that either involves confidential information, sensitive personnel issues, or exposure to confidential and sensitive strategic corporate information.

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTSLicense(s): Valid California Class C Driver’s License or equivalent that allows you to drive during your employmenis required at time of application.
