Requirements
  • A Bachelor's degree with 8+ years of experience, or commensurate experience, creating management solutions aligned to best practices and demonstrating leadership on prime, competitive Federal IT proposals.
  • Ability to apply critical thinking across an opportunity lifecycle by analyzing solicitations and associated information, conducting related research on short timeframes, synthesizing customer requirements and priorities, and creating key management solution elements.
  • Proven ability to own sections of competitive Federal proposals across diverse topics and work with customer and domain subject-matter experts to build solutions from the ground up and rapidly adjust content when Government direction or solution elements change.
  • Proven ability to write, review, direct, and craft proposal sections across management-related topics, customers, technical domains, and response requirements, including transforming loosely formed concepts into persuasive proposal content.
  • Working understanding of the Federal procurement process, including relevant contracting vehicles such as Alliant 2, CIO-SP3, GSA Schedules, and VA T4NG, and the nuances of Federal contracting.
  • Strong understanding and demonstrated application of proposal development best practices, including think-draw-write approaches to content development.
  • Ability to balance exceptional attention to detail with rapidly and iteratively producing high-quality content.
  • Ability to adapt and thrive in a demanding, fast-paced, dynamic environment where high-quality proposals are expected.
  • Perseverance to lead challenging proposal efforts through completion, with a significant portion of time dedicated to proposal content creation.
Responsibilities
  • Independently lead all activities to architect comprehensive, management-focused solutions and content for large federal IT programs, including programs valued at $100 million or more and involving hundreds of full-time employees, in accordance with best-practice methodologies and guidelines.
  • Lead analysis of solicitation requirements and independently create proposal content for technical transition, IT program and project management, recruiting and retention, and IT performance and quality management while aligning with the agreed-upon win strategy.
  • Conceptualize and work with graphic artists to create complex proposal graphics and slide decks with minimal oversight that showcase management solutions and strategies and depict processes, relationships, dependencies, technologies, benefits, features, and related concepts tied to client requirements and challenges.
  • Iteratively review content and coach other architects and authors during the proposal development lifecycle to drive high-quality content and continual improvement.
