Qatar's AI mandate seeks human element within collective.

Qatar's AI mandate seeks human element within collective. Published: 29 Sep 2026 - 01:35 pm | Last Updated: 29 Sep 2026 - 01:52 pm CEO and Managing Partner for Artefact in the Middle East and Southeast Asia, Rahul Arya. Doha, Qatar: Qatar's rapid advances in artificial intelligence (AI) and data infrastructure are placing digital sovereignty and national control of technology at the center of its digital transformation, according to CEO and Managing Partner for Artefact in the Middle East and Southeast Asia, Rahul Arya. "AI is a technology that actually has a transformational impact. It has become more of a sovereignty topic. Who controls AI probably will control the new economic order that is emerging," Arya told The Peninsula on the sidelines of the Artefact AI Connect Summit at The Ritz-Carlton Doha, yesterday. He said that countries were increasingly moving beyond simply adopting technologies developed elsewhere and were instead building their own computing capacity, specialised data environments and sovereign large language models (LLMs). In Qatar, this effort includes the development of foundational national data infrastructure, with Artefact working alongside the National Planning Council on the country's National Data Bank. "At the data level, we're building what is called the National Data Bank. You collect data from all aspects of economy and provide the foundation there," Arya said. Beyond daily convenience, experts underscored that the control of artificial intelligence has moved past simple enterprise strategy, becoming an essential component of national identity and economic independence. At the Artefact AI Connect Summit, high-level keynotes offered sweeping declarations of technical transformation. Amongst these conversations and declarations, a more contemplative consensus began to take shape. The summit comes as Qatar accelerates investment in the infrastructure, capabilities, and partnerships required for a data- and AI-driven economy. Under Digital Agenda 2030, Qatar aims to generate approximately QR40bn in cumulative economic impact and create 26,000 jobs in the ICT sector by 2030. The event also discussed Qatar's digital strategy as an exercise in deploying code for the collective but it also underscored a deliberate effort to reclaim human space within an increasingly automated structure. When asked about the implicit tension between large-scale data aggregation and regulatory requirements, Arya emphasised that strict governance is being installed to ensure that data is handled in a compliant manner. About how to appease anxieties surrounding resource-heavy data centers and worker displacements, Arya said that transparent governance and keeping humans in the loop are essential to dismantling uncertainty. "One way to instill confidence in people on AI is to have one level of governance on AI, and really keep humans in the loop with respect to all critical decision making," Arya said. He added, "Everyone would look at AI to augment their own ability to do their work, rather than thinking of it as a competitor that is going to replace them."

Artefact expands partnership with OneTrust to accelerate enterprise AI governance and privacy programs.

Artefact expands partnership with OneTrust to accelerate enterprise AI governance and privacy programs. Combination of Artefact's AI implementation expertise and OneTrust's market-leading AI-Ready Governance PlatformTM expands the companies' partnership. Sept. 15, 2026 Press Contacts Dalyce Semko 4038693259 NEW YORK - Artefact, the AI-native company that fuses engineering-grade delivery and consulting-level thinking for proven high-impact results, announced their expanded partnership with OneTrust, into North America. The alliance brings together OneTrust's industry-defining AI-Ready Governance Platform(TM) with Artefact's frontier AI deployment expertise and purpose-built AI Risk & Data Trust practice, creating a combined capability set built to support organizations managing the regulatory and operational demands now facing enterprise AI programs. The expanded partnership builds on a successful collaboration in Europe, and extends joint go-to-market activities, implementation services, and client enablement to organizations across the United States and Canada. It arrives at a pivotal moment: the convergence of state-level AI mandates, including California's Automated Decision-Making Technology regulations, the Colorado AI Act, the NAIC Model Bulletin on AI governance for insurance, and NYDFS guidance for financial services firms. This wave of regulatory requirements has created an urgent and growing demand for organizations capable of designing, implementing, and operationalizing enterprise end-to-end AI governance programs. "As AI moves deeper into the enterprise, organizations need to turn governance principles into controls that can scale with adoption," said Aaron Moroson, Senior Director, North America Partner Sales at OneTrust. "By combining OneTrust's platform with Artefact's technical implementation and regulatory expertise, we can help organizations bridge the gap between defining responsible AI policies and putting them into practice. Together, we're giving enterprises across North America a more comprehensive approach to managing AI risk, demonstrating compliance, and building trust as their AI programs scale." Artefact's North American entity, led by Ghadi Hobeika, operates at the intersection of frontier AI deployment and enterprise data governance. The firm holds advanced deployment partnerships with Google, Anthropic, and OpenAI, giving clients direct access to the models shaping the AI landscape alongside the governance architecture required to deploy them responsibly at scale. Artefact was named Google AI Partner of the Year in EMEA for two consecutive years and is among a select group of firms worldwide holding deployment certifications across all three major frontier AI platforms. "We built the AI Risk and Data Trust practice in North America because we saw a gap the market wasn't filling: organizations that had moved quickly on AI adoption and now needed to govern it with the same rigor they had applied to building it," said Ghadi Hobeika, CEO North America, Artefact. "Our work in Europe proved the gap is closeable through the right mix of platform technology and disciplined process. OneTrust brings the infrastructure; we bring the implementation. Together, we close the distance between intent and execution faster than either organization could alone." Platform meets practice: a purpose-built partnership The OneTrust AI-Ready Governance Platform(TM) helps organizations define purpose, automate risk analysis, enforce controls, and continuously monitor risk across domains so the business can move faster without losing control. It offers integrated solutions for areas of governance, including AI Governance, Consent & Preferences, Privacy Automation, Data Use Governance, Tech Risk & Compliance, and Third-Party Management. The expanded partnership brings together OneTrust's platform and Artefact's full-lifecycle AI governance implementation capabilities, spanning regulatory scoping, AI inventory, program design, and enterprise governance frameworks. The combined offering addresses the spectrum of AI risk and compliance requirements facing enterprises in financial services, insurance, healthcare, consumer, and technology sectors. "North America is experiencing a regulatory cascade that will reshape how enterprises build, deploy, and govern AI systems over the next two years," said Paul Laurent, Head of AI Risk & Data Trust, Artefact. "Every regulated organization with an active AI program, whether in financial services under NYDFS, in insurance under the NAIC Model Bulletin, or in consumer-facing businesses under state ADMT frameworks, is navigating the same fundamental challenge: how do you operate AI at scale with accountability? That is precisely the problem this partnership is designed to solve." The partnership includes joint go-to-market programs, co-developed implementation methodologies, and coordinated enablement for enterprise clients navigating the intersection of AI deployment and regulatory compliance. About Artefact Artefact is the AI-native company that fuses engineering-grade delivery and consulting-level thinking for proven high-impact results. Former French minister Stanislas Guerini joins Artefact in global leadership role. 11 September 2026 Consultancy.eu Artefact, a global AI and data consulting firm, has appointed Stanislas Guerini as Managing Partner and Global Lead of People & Organisation AI Transformation. Already involved with Artefact as a Senior Advisor since 2025, Guerini has been tasked with building and growing the People & Organisation AI Transformation offering globally. In his dual role, he will also oversee the Artefact AI Academy. With the new offering, Artefact aims to expand its organisational capabilities in the AI space, recognising in particular the important role people play in making AI transformation successful. "The deployment of AI requires a fundamental rethink of roles, skills and the organisation of work. Beyond the technological challenges, its large-scale adoption requires organisations to rethink their management practices, employee career paths, training policies and social dialogue," said Vincent Luciani, CEO of Artefact. "As AI now enters a phase of massive deployment and adoption, we want to provide our clients with a comprehensive response to the transformations it brings, fully integrating their human and social dimensions in a pragmatic way. The experience of Stanislas in leading major transformation projects and tackling human and organisational challenges is a tremendous asset in developing this expertise within the company." A 2006 graduate of HEC Paris, Guerini began his career in consulting before founding Watt & Home, a renewable energy company. He subsequently joined Elis, where his roles included Director of Customer Experience. In 2015, Guerini joined Emmanuel Macron's government. He was elected as a Member of Parliament for Paris in 2017 and became General Delegate of La République En Marche! in 2018. In 2022, he was appointed French Minister for Public Sector Transformation and Civil Service, a position he held until September 2024. During his tenure, he placed digital transformation and skills development at the heart of the modernisation of the French public sector. He also contributed to the deployment of artificial intelligence in public services, launching early generative AI initiatives aimed at streamlining public administration, improving citizen services and supporting civil servants in their daily work. After leaving the French government, Guerini joined HR consulting firm Topics as a Partner, advising numerous large public and private organisations on transformation, skills, management and social dialogue. Commenting on his new role at Artefact, Guerini said: "AI is no longer just a new tool for employees. It requires a fundamental rethink of roles, skills, management styles and organisations at large. This collective transformation must be driven by the C-suite, combining strategic vision with a deep understanding of the human dimensions involved. I am thrilled to fully join Artefact, contribute to this ambition and bring my experience in transformation projects to this new chapter."
