Requirements
  • At least 10 years of relevant experience.
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Office products, including Word, Excel, and PowerPoint, and related tools and technology required for the position.

  • Expertise in analysis, tracking, monitoring, assessment, review, and coordination.

  • Proficiency with reporting systems such as the Integrated Planning, Accountability, and Budgeting System, Project Assessment and Reporting System, and Hanford Contract Alignment Board.
  • Expertise in program and project management practices, policies, and procedures.
  • Expertise in program and project risk identification, mitigation, and management.
  • Expertise in estimating and scheduling practices and tools such as Primavera P6.
  • Expertise in oversight of contractor baseline planning, including scope definition, schedules, cost estimates, performance reporting, and earned value analysis.
  • Proficiency in reviewing change packages, evaluating cost estimates, and assessing supporting backup documentation.
  • Proficiency with contractor performance evaluation, including verification of scope completion, schedule variance analysis, and cost variance analysis.
  • Work products must be thorough, accurate, appropriately documented, and compliant with established criteria.
  • Travel must be coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance.
Responsibilities
  • Participate in weekly interface meetings with the AMMS Task Monitor to review progress and discuss potential realignment of efforts and priorities.
  • Support quarterly headquarters performance reviews, annual briefings to regulators, Richland Operations Office quarterly Federal Project Director and contractor quarterly reviews, the AMMS monthly project performance report, ad hoc requests from Richland Operations Office management and headquarters, and the collation, review, and provision of operations activities information to headquarters.
  • Support budget formulation, planning, and MINSAFE reviews, and update Mission Support Contract Contract Baseline Alignment Guidance.
  • Support AMMS Requests for Management Approval and performance and funding analysis for Mission Support Contract site-wide services, Richland Operations Office-directed contracts, the General Support Services Contractor, and service assessments.
  • Support AMMS in maintaining a lifecycle work breakdown structure for the AMMS portfolio.
  • Support extraction and import of MII cost-estimating data to Primavera, associated quality control, merging of planning and performance data, and monthly Earned Value Management System data.
  • Provide database support for improvements to the Primavera platform, including Global Richland Operations Office code updates and inclusion of waste information.
  • Support analyses throughout the performance period, including data consolidation, performance-data analysis, trending, and variance analysis, on a schedule determined by AMMS customer and stakeholder needs.
  • Support AMMS development, configuration control, and distribution of communication artifacts, including wall charts, portals, and databases associated with requirements and progress.
  • Perform assessments of functions and processes related to reporting systems, including the Integrated Planning, Accountability, and Budgeting System, Project Assessment and Reporting System, and Hanford Contract Alignment Board, as well as associated corrective actions.
  • Coordinate and internally interface requested information to support audits of environmental liabilities.
  • Support Richland Operations Office responses to Department of Energy headquarters requests and reviews, including External Independent Reviews and Internal Project Reviews.
  • Support independent project assessments and other reviews to enable AMMS and other Richland Operations Office leaders to make comprehensive, defensible, and credible determinations about project progress, potential impediments, and recommendations for improvement or additional review.
  • Provide cross-functional support for budget formulation and planning, fiscal-year execution, Integrated Priority List development, and related briefing materials or responses to headquarters, regulators, or other inquiries.
  • Utilize Richland Operations Office process documentation requirements, including Richland Integrated Management Systems procedures, Government Accountability Office requirements, and desktop guides.
  • Provide services in accordance with Department of Energy Order 413.3, Richland Integrated Management Systems procedures, and existing Department of Energy-mandated policies and protocols.
