  • At least 10 years of tactical and strategic project management experience within the Department of Defense, Intelligence Community, or Defense Industrial Base.
  • Extensive operational experience working with the Defense Counterintelligence and Security Agency and Defense Intelligence Agency.
  • Deep working proficiency with the Risk Management Framework, the Authority to Operate lifecycle, and ICD 705 SCIF build-outs.
  • Practical understanding of Infrastructure as a Service, secure cloud environments, Type-1 encryption transport, and modern software development lifecycles.
  • Proven ability to manage concurrent, multi-layered projects involving hardware deployment, facility construction, and complex IT network activations under tight deadlines.
  • Ability to communicate technical, cybersecurity, accreditation, and operational concepts to technical and non-technical stakeholders.
  • A minimum of three professional references is required.
  • U.S. citizenship is required.
  • Ability to obtain and maintain a Secret clearance, or a Department of War Top Secret clearance with SCI eligibility or higher, is required.
  • Must pass a pre-employment drug screening and have acceptable reference and background check results.
Responsibilities
  • Direct the establishment of IC Exchange Points using high-speed peering to connect contractor network backbones across Eastern, Central, and Western regions.
  • Manage implementation of a scalable Authority to Operate covering global kiosks, allowing new sites to be handled through administrative updates rather than new authorization cycles.
  • Supervise integration of government-controlled peering connected to a contractor Virtual Desktop Infrastructure network.
  • Validate that commercial transport network connections use mandatory Type-1 encryption.
  • Enable the contractor to operate as the industry Program Management Office and serve as the accountability interface between government stakeholders and the Defense Industrial Base.
  • Authorize and evaluate future hosting services, including centralized Virtual Resource Hosting Clusters for industry contract performance.
  • Drive CIaaS strategy and execution to modernize classified-data access for the Defense Industrial Base while maintaining centralized government control of classified resources.
  • Guide transition to a government-funded, agile, contractor-delivered minimum viable product operating at mission speed.
  • Support the industry Program Management Office model by enabling vendors to serve as the accountability point between government stakeholders, intelligence agencies, and the Defense Industrial Base.
  • Establish program strategies to accelerate operational onboarding for Defense Industrial Base sites to less than three months.
  • Support transition from government-funded infrastructure to a commercial fee-for-service model.
  • Guide scalable accreditation approaches that treat new sites as administrative updates rather than new accreditations when appropriate and approved.
  • Support risk-transfer strategies that move operational risk, lifecycle management, and infrastructure ownership to the contractor while preserving government authority to revoke access.
  • Ensure a zero-data-footprint operating model in which classified data remains on centralized government resources and does not reside at contractor facilities.
  • Plan and execute architecture strategy for contractor network backbones, including high-speed peering through IC Exchange Points across Eastern, Central, and Western regions.
  • Coordinate and oversee technical access to secure compute environments, including VLAN tunnels to IL6 clouds through existing SIPR circuits and dedicated connections to Microsoft Isolated Secret Region or AWS Bubble environments.
  • Manage rollout of Contractor VDI Networks using Type-1 encryption over commercial transport for zero-data-footprint execution.
  • Lead Security Assessment and Authorization efforts to obtain and maintain enterprise-wide Authority to Operate packages for commercial CIaaS systems.
  • Interpret and apply federal cybersecurity standards, including NIST SP 800-53 Rev. 5, NIST SP 800-53A, FISMA, CNSS, and Intelligence Community security guidance.
  • Partner with the Defense Counterintelligence and Security Agency to address Facility Clearance and Personnel Clearance processing bottlenecks and support SCIF construction and accreditation lifecycle requirements under ICD 705.
  • Manage continuous monitoring programs, configuration baseline compliance, vulnerability tracking, remediation activity, and Plan of Action and Milestones logs.
  • Serve as the coordination point between network engineers, Information System Security Managers, Authorizing Officials, and non-technical mission leaders.
  • Navigate Department of War contracting mechanisms to ensure commercial partners meet deliverables, Statements of Work requirements, and technical standards.
  • Coordinate configuration management and change management activities and participate in Configuration Control Board activities.
  • Advise Defense Innovation Unit leadership on authorization decisions, risk posture, and roadmap execution.
  • Perform other duties as assigned.
Desired Qualifications
  • Project Management Professional certification, Agile/Scrum certification, or DoD 8140/8570 compliance certification such as Security+, CISSP, or CISM.
  • Familiarity with classified cloud architectures such as AWS Secret/Top Secret or Microsoft Azure Government Secret.
  • Intelligence Community experience.
