Requirements
  • U.S. citizenship is required due to Federal Contract requirements.
  • A Bachelor's degree in Engineering, Quality Assurance, or a related field, or 2–5 years of work experience in quality control inspection or quality program implementation with an Associate's degree in Engineering, Quality Assurance, or a related field, or 8–10 years of experience in quality control inspection or quality program implementation is required.
  • Basic understanding of problem-solving and quality improvement tools and techniques, including management and planning tools, quality tools, preventive and corrective actions, and methods for overcoming barriers to quality improvements is required.
  • Basic understanding of quality philosophies, principles, systems, methods, tools, standards, organizational and team dynamics, customer expectations and satisfaction, supplier relations and performance, leadership, training, interpersonal relationships, improvement systems, and professional ethics is required.
  • Basic understanding of a nuclear quality system and its development, documentation, and implementation to domestic and international standards or requirements is required.
  • Basic understanding of the audit process, including audit types, planning, preparation, execution, reporting results, and follow-up is required.
  • Ability to read and interpret engineering drawings, standards, and specifications is required.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and general computer use is required.
  • Ability to occasionally maneuver in, around, and under pressure vessels, piping systems, fabricated structures, equipment, and other items is required.
  • Ability to safely lift 50 pounds is required.
  • Ability to differentiate colors and maintain vision, with or without correction, that meets code requirements is required.
Responsibilities
  • Review and approve objective evidence for examination, inspection, and test results for conformance and compliance with code, Energy Steel, and customer purchase order requirements.
  • Compile Energy Steel certification documents and release material for further processing or shipment based on the required approvals.
  • Help oversee and maintain Quality programs in accordance with the ASME Boiler and Pressure Vessel Code and other recognized standards.
  • Bridge design, manufacturing, and regulatory compliance to ensure ASME Section III and Section VIII products meet safety, quality, and traceability standards.
  • Plan, complete, and direct quality engineering work associated with improving and maintaining the Quality Program.
  • Establish priorities for assigned work and complete tasks effectively.
  • Provide work direction and technical expertise to department personnel engaged in assigned tasks.
  • Understand customers' business objectives and technical requirements.
  • Agree what can be delivered within a timeframe and develop a delivery plan.
  • Work cooperatively with all departments and suppliers to exceed customer expectations.
  • Make the right people, with the correct level of authority, skills, and experience, available for projects and jointly identify and manage risks.
  • Develop and execute quality plans.
  • Translate customer-defined quality requirements into job packages and Energy Steel quality documentation to support quotes and order implementation.
  • Review and update documents and drawings for compliance with ASME Code, customer design specifications, and the current Energy Steel program, and create supporting documentation.
  • Generate final customer documentation and certification packages.
  • Review and approve original equipment manufacturer checklists and attachments for applicability and completeness.
  • Review Material Test Reports for compliance with order and specification requirements.
  • Review and approve supplier purchase orders for required quality, applicable Code, and customer requirements.
  • Review and verify shop travelers before release to operations.
  • Review and verify completion of shop travelers, hold and witness points, inspections and tests, sign-offs, and release for further processing as depicted on the traveler.
  • Create and review work instructions to ensure applicable quality requirements and compliance with the Energy Steel Quality Assurance Program, regulatory requirements, construction codes, and customer purchase orders.
  • Assist other departments with quality questions.
  • Disposition Nonconformance Reports in collaboration with engineering and manufacturing, identifying and managing risks jointly to support the production schedule.
  • Drive reduction in Nonconformance Reports.
  • Create corrective actions and drive their completion.
  • Participate in external surveys and audits, including ASME, ISO, NUPIC, customer, and order-surveillance activities.
  • Participate in internal audits.
  • Develop knowledge of ASME Code activities, including welding, hydrostatic testing, Non-Destructive Examination, Code Stamping, and Authorized Nuclear Inspector interface.
  • Develop procedures related to Quality Program requirements.
  • Provide oversight for employee training as required.
  • Generate quality reports and documentation as needed.
  • Maintain knowledge of the various Codes, regulations, and standards to which HTI has committed to compliance.
  • Assist other Quality Engineers during absences and high-workflow periods.
  • Substitute for documentation coordination and inspection activities during absences and high-workflow periods.
  • Execute quality plans and controls and ensure product and process quality assurance in accordance with quality program, regulatory, and contractual requirements.
  • Assist the QA Director in implementing quality program and customer contract requirements, including tracking, analyzing, reporting, and problem solving.
  • Drive down the cost of quality for internally and externally made products and services, focusing on Nonconformance Reports, Corrective Action Reports, and warranties.
  • Participate in nuclear and quality-related user groups and conferences, including ASME, NIAC, and NUPIC.
  • Provide emergency after-hours Quality Assurance Department support.
  • Develop personal relationships and analytical skills and read, understand, and translate customer technical and quality requirements to support the quality program.
  • Travel 10–20% yearly, including overseas and outside the continental United States.
Desired Qualifications
  • Working knowledge of ASME Boiler and Pressure Vessel Codes Section III and/or VIII.
  • Current Non-Destructive Examination certifications.
  • NQA-1 Lead Auditor certification.
