Requirements
  • A Bachelor’s Degree in a related field within the architecture, engineering, and construction industry and a minimum of three years of related professional experience, or seven years of equivalent professional experience, is required.

Responsibilities
  • Lead water resources and stormwater engineering projects for federal, state, and municipal clients.
  • Manage projects and mentor junior staff.
  • Coordinate and complete various project elements.
  • Execute project work, produce high-quality deliverables, maintain project schedules, coordinate with clients, and mentor junior staff.
  • Lead a team of designers in developing plan, specification, and estimate packages for simple and complex roadway and bridge projects using state Department of Transportation and American Association of State Highway and Transportation Officials design standards.
  • Prepare proposals including scope, schedule, and fee, and manage contracts and billing.
  • Prepare written technical proposals, assemble teams to meet client criteria, and develop professional relationships.
  • Manage a team of designers, computer-aided design and drafting technicians, and project engineers.
  • Train and develop staff.
  • Deliver complete transportation design packages, including coordination and oversight of multiple design disciplines.
  • Oversee the preparation of plans, technical specifications, quantity takeoffs, and construction estimates in accordance with state design manuals and standard drawings.
  • Manage all aspects of projects, including technical staff, subcontractors, and suppliers, to ensure timely and successful completion.
  • Develop and communicate the project management plan, including project objectives, scope, schedule, budget, quality standards, and safety protocols.
  • Manage project scope and maintain alignment with client expectations and project requirements.
  • Maintain project schedules and address potential delays or conflicts.
  • Monitor project budgets and expenditures and implement cost-control measures.
  • Oversee quality assurance processes and adherence to industry standards and best practices.
  • Serve as the primary client contact and address client concerns or inquiries.
  • Collaborate with internal stakeholders and project team members.
  • Allocate resources so project teams are adequately staffed and equipped.
  • Identify, assess, and manage project risks and develop mitigation strategies and contingency plans.
  • Mentor staff in their training and development.
  • Comply with KCI policies and procedures.
  • Provide input to and implement project-specific safety plans in compliance with federal, state, and local safety rules and regulations.
  • Negotiate contract terms, scope, and fees with clients and subcontractors.
  • Develop project schedules from inception to completion and identify tasks that can be performed concurrently.
  • Develop contracts for clients and subcontractors.
  • Report monthly proposal and business development results to the Senior Project Manager or Practice Leader.
  • Achieve or exceed the budgeted individual utilization target of 70% to 80%.
  • Chart and report project performance results and implement corrective actions.
  • Deliver projects on time and within budget while meeting the scope.
  • Prepare and submit monthly project completion reports.
  • Prepare inter-practice agreements and outside subcontracts as required.
  • Prepare monthly progress reports and discuss them in monthly project review meetings.
  • Manage project cash flow, including work in progress and accounts receivable, and provide monthly comments to Finance and Operations.
  • Set up new projects and provide weekly new-project data to the Senior Project Manager or Practice Leader.
  • Improve efficiency while lowering project costs.
  • Participate in project opportunity evaluation, consultant selection, and preparation of qualification and experience statements.
  • Identify new business opportunities and coordinate and participate in project presentations to clients and external groups.
  • Develop and organize proposal teams and promote KCI capabilities among existing and prospective clients.
  • Assist project closeout by preparing an overall project write-up and photographs of completed projects for marketing and résumé use.
  • Manage required project management and technical deliverables within the contract scope of work.
  • Compare field data to design plans.
  • Conduct site visits and gather data, including measurements, sketches, notes, and photographs.
  • Prepare all phases of designs and deliverables for approval.
  • Read and interpret technical documents required for project execution.
  • Make decisions on issues and challenges during project implementation or development.
  • Maintain knowledge of current state and municipal policies, procedures, and guidelines.
Desired Qualifications
  • A Master’s Degree in a related field within the architecture, engineering, and construction industry is preferred.
  • Ten years of experience with municipal and state stormwater programs, Municipal Separate Storm Sewer System permits, stormwater design, inspections and monitoring, total maximum daily load planning, and overseeing projects is preferred.
  • Experience managing and growing a design team is preferred.
  • Experience developing and managing state Department of Transportation projects is preferred.
  • Experience with MicroStation and GeoPAK design software is preferred.

KCI Technologies appoints Jason Hardebeck as Chief Technology Officer. Jason Hardebeck KCI Technologies Inc., a 100% employee-owned engineering, consulting, and construction firm, is pleased to announce Jason Hardebeck has joined the firm as Chief Technology Officer. Having previously served as an external member on KCI's Board of Directors, Hardebeck will step into his new position by leading the firm's technology strategy and integration. His responsibilities will include overseeing enterprise systems and business processes, guiding sector-specific technology and artificial intelligence initiatives, and directing the digital transformation office, the innovation incubator, and the technology sharing committee.
