About the job

Requirements
  • Hands-on Copilot Studio experience building agents, connecting them to organizational data, and implementing approvals, scoped data access, and failure handling.
  • Deep hands-on Microsoft Power Platform experience with Power Apps (canvas and model-driven), Power Automate cloud flows, and Dataverse; general low-code exposure is not sufficient.
  • Strong command of standard, premium, and custom connectors, plus HTTP and API integration when a connector does not exist.
  • Experience with Power Platform solution lifecycle management, including environments, solutions, source control, and moving builds from development to production.
  • Demonstrated rapid prototyping ability, including taking a rough idea to a working demonstration in days and deciding what to cut to meet the timeline.
  • Must be based in the United States.
  • Ability to translate user stories into technical requirements by clarifying vague requests into buildable and testable requirements.
  • Ability to assemble solutions from Microsoft connectors and pipelines, evaluate options, and select appropriate approaches.
  • Ability to determine business logic, including rules, exceptions, and edge cases, with process owners.
  • Ability to identify opportunities to add value to a tool while avoiding unnecessary scope.
  • Ability to implement safety guardrails in agentic workflows, including human-in-the-loop design, least-privilege data access, approvals, logging, and failure handling.
  • Strong communication skills and ability to lead short knowledge sessions with non-technical stakeholders.
Responsibilities
  • Translate user stories from non-technical NIH teams into clear technical requirements and acceptance criteria.
  • Rapidly build working prototypes in Power Apps, Power Automate, Dataverse, and Copilot Studio to validate use cases and accelerate stakeholder buy-in.
  • Hand off validated prototypes with documented requirements, business logic, and known limitations to the team responsible for production deployment and ongoing support.
  • Assemble solutions using Microsoft connectors, custom connectors, and data pipelines, including SharePoint, Teams, and Microsoft 365 Copilot.
  • Determine business logic with the people who will use the tool and document the decisions behind it.
  • Identify opportunities to add value, such as automation, reporting, or smarter routing, without overbuilding.
  • Implement safety guardrails in agentic workflows, including human-in-the-loop approvals, scoped data access, and clear escalation paths.
  • Deliver short knowledge sessions so teams understand what was built and can continue using and extending it.
  • Collaborate with cross-functional teams across federal agencies and supporting partners.
  • Work with NIH teams to turn ideas into Microsoft-based solutions for medical research and public health use cases, for internal or external audiences.
  • Complete a short hands-on technical exercise as part of the interview process, building a Power Platform solution from a user story and explaining the choices made.
Desired Qualifications
  • Experience with SharePoint lists, libraries, permissions, and using SharePoint as a data layer for Power Platform apps.
  • Experience building Microsoft Teams apps, bots, and workflows.
  • Microsoft 365 Copilot experience, including extending it with agents.
  • Power Platform governance experience, including DLP policies, role-based access, and working within a Center of Excellence approach.
  • Experience in federal environments, including GCC tenants and alignment with NIST AI RMF and NIH/HHS requirements.
  • Experience with Power BI, Azure integration (Azure OpenAI, Azure AI Foundry, or Logic Apps), or Python and SQL for cases where low-code is insufficient.
  • Accessibility awareness, including Section 508, for public-facing or federal tools.
  • Background or experience in biomedical, bioinformatics, or life sciences.
