- A minimum of 5 years of relevant experience in Department of War and/or Intelligence Community security, with at least 3 to 5 years of direct, hands-on experience working within a Special Access Program environment.
- A high school diploma is required.
- Completion of foundational Center for Development of Security Excellence/Security Training, Education and Professionalization Portal security training is required.
- An active Top Secret security clearance with Sensitive Compartmented Information eligibility is required, along with willingness to consent to a Counterintelligence Polygraph.
- A strong working knowledge of Special Access Program security policies and procedures is required.
- Proficiency with the Defense Information System for Security, Joint Access Database Environment, and other security management software is required.
- Proficiency in Microsoft Office applications, including Microsoft Word, Access, Excel, and PowerPoint, SharePoint, and Adobe is required.
- Strong organizational skills, attention to detail, communication skills, and the ability to work effectively in a team-oriented, high-security environment are required.
- Create a secure environment by coordinating with the Cognizant Authority Special Access Program Central Office, Program Security Manager, Program Security Officer, Government Activity Manager, and Contractor Activity Manager to protect Special Access Program information at all contractor locations.
- Take responsibility for security management, including the Security, Education, Training, and Awareness program, and all related operations within the assigned activity, organization, or office.
- Implement and execute all Special Access Program security requirements defined in the issuance and any additional guidance provided by the Cognizant Authority Special Access Program Central Office security director.
- Develop, coordinate, maintain, and execute Security Standard Operating Procedures for the Special Access Program Facility and Sensitive Compartmented Information Facility.
- Process Program Access Requests, facilitate indoctrinations and debriefings, and maintain personnel security files.
- Manage visit certifications and foreign travel reporting for all Special Access Program-accessed personnel.
- Coordinate all Special Access Program security matters, including personnel vetting issues and security incidents, with the Cognizant Authority Special Access Program Central Office, Program Security Manager, Program Security Officer, Government Activity Manager, or Contractor Activity Manager, as applicable.
- Ensure that all records are updated in the Special Access Program personnel vetting system, such as the Joint Access Database Environment or its successor system.
- Assist with the day-to-day management of all Special Access Program materials.
- Conduct inventories, manage document control and accountability logs, and prepare materials for secure transport and destruction in the appropriate database of record.
- Support the physical integrity of the Special Access Program Facility by managing access control systems, conducting daily security checks, monitoring alarm systems, and escorting non-accessed personnel.
- Enforce compliance with Intelligence Community Directive and Department of War policies for Sensitive Compartmented Information and Special Access Program management, ensuring that Special Access Program Facilities and Sensitive Compartmented Information Facilities comply with Intelligence Community Directive 705 requirements.
- Interface with Special Access Program cybersecurity Information System Security Managers to ensure the full protection of Special Access Program material access is known, shared, and integrated.
- Conduct and document annual self-inspections and develop and submit necessary corrective action plans to the Cognizant Authority Special Access Program Central Office Program Security Manager or Program Security Officer.
- Establish, conduct, and document initial, situational, and annual refresher training for all assigned Special Access Program-accessed individuals.
- Assist in providing security briefings and general security support to all program personnel.
- Conduct security inquiries, identify suspected security infractions and violations, develop reports, and make recommendations to the government security team for corrective actions.
- In coordination with the Government Activity Manager or Contractor Activity Manager, develop, maintain, and submit for endorsement all program protection implementation plans annually to ensure compliance with Department of Defense Instruction 5000.83.
- A bachelor's degree or equivalent experience is preferred.
- SAP-related training is highly desirable.
