Requirements
  • Ph.D. or equivalent from an accredited college or university in a relevant field with at least eight years of experience relevant to international development
  • Undergraduate degree or higher in a field related to organizational learning, knowledge management, political science, economics or development studies
  • Minimum of seven years of experience in The Foreign Aid and Development Assistance Agency Short-Term Technical Assistance (STTA) within an international development context
  • Ability to use a computer to communicate via email
  • Proficiency in Microsoft Office Products (Word/Excel/PowerPoint) and related tools
  • U.S. Citizenship Required
  • GS-15 Equivalent (e.g., STTA subject matter expert)
  • Excellent oral and written communication skills
  • Strong attention to detail and organizational skills
  • Ability to work effectively independently and as part of a team
  • Demonstrated leadership, management, organizational, and decision-making skills
  • Fluency in written and spoken English
  • Experience in international development or USAID related context is strongly preferred
  • Experience living or working in developing countries and language proficiency in geographic area preferred
  • Familiarity with US Government policies related to monitoring and evaluation
  • Proficiency with Microsoft Office with emphasis on Excel, PowerPoint, Internet and e-mail applications
  • All staff eligible for Facility Access Authorization by US Government Security Office
Responsibilities
  • Lead and support knowledge audits focused on the LS-ISC Mission, including knowledge needs analysis involving questionnaires, focus group discussions, interviews with key stakeholders and workshops; knowledge inventory analysis covering workflow and business processes analysis, content analysis and systems analysis; knowledge flow analysis; and knowledge mapping
  • Lead and support Actions And Activities for creating a knowledge-sharing culture, including augmenting position descriptions for staff whose job is to share or distribute knowledge; establishing mentoring goals in performance plans; creating incentives and networking opportunities for knowledge sharing
  • Lead and support actions supporting the knowledge management process, including drafting contract language for implementing partners; providing incentives and recognition for knowledge sharing and innovation; integrating subject areas and workspaces as knowledge sharing platforms; creating capacity for simplified information access with taxonomy and filing structures; establishing After Action Learning processes
  • Actions and activities for the effective utilization of technology, including establishing expertise directories for intranet, developing a document management system, carrying out knowledge mapping to identify managed knowledge; instituting After Action Learning programs; promoting available training programs for staff to use knowledge sharing technologies
  • Ensure that short- and long-term knowledge management team members recruited under this contract are of a high caliber and possess the required technical expertise
  • Travel as coordinated with technical point of contact and approved by Contracting Officer; Location: Mid Atlantic Washington Metropolitan Area (Northern Virginia, Washington DC, Maryland)
Desired Qualifications
  • Experience with USAID and USAID implementing partners or local organizations
  • Experience in international development or social change; community-led development experience
  • Expertise in one or more technical areas such as program design, monitoring and evaluation, organizational learning related to locally-led development, volunteerism, and cooperative development
  • Demonstrated interpersonal and problem-solving skills; strong written and oral communication abilities
  • Experience living or working in developing countries; language proficiency in geographic area preferred
  • Familiarity with community-led development; knowledge management principles and practices
  • Experience consulting and providing customer service related to complex international development matters, including advisory and training support
  • Fluency in additional languages besides English
  • Proficiency in Excel, Access, Outlook, PowerPoint, Word, Adobe Acrobat, Visio and related data analytic tools
