Requirements
  • Possession of a baccalaureate degree from an accredited college or university
  • May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy analysis, data analysis, or contract/grant administration
  • One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester/45 quarter units
  • Candidates who are projected to graduate with a baccalaureate degree within six months of their application submission will be invited to participate in the recruitment process; offers contingent upon degree submission
Responsibilities
  • Assist with analysis to identify operational challenges and develop policy recommendations; assist preparation of materials for publication such as policy memos and hearing materials; assist with tracking relevant local, state, and federal legislation and regulations that may impact the department; assist in development of budget proposals and financial models; track city revenues and expenditures; perform account reconciliation for budget period closing; present analysis to stakeholders; review and export large datasets into reports; compile budget requests; prepare budget reports and calendars; respond to budget requests and provide customer-service and thought partnership to internal and external partners; assist in management of contract processes throughout the full procurement process; collaborate with other departments overseeing contract monitoring and execution; support facilitation of bid processes; review department compliance with contracts; assist in creation of contract documents; be a thought partner on contracts to department leadership and city vendors; conduct data queries from databases and disparate spreadsheets; perform data analysis; create data visualizations and maps for statutory reports; develop streamlined dashboards using PowerBI, Tableau, or other dashboarding technologies; update department data inventory and data governance protocols in housing production, racial and social equity, and COVID-19 recovery; analyze overall financial condition of a department; interpret City contracting guidance; prepare financial statements and reports to funding agencies; calculate debt capacity and explore financing alternatives; use City financial systems; review and analyze internal and external budget requests; learn grant policies and compliance standards; assist with grant application and reporting processes
