Responsibilities
  • Determine the vision and goals of the Partnership Improvement Academy and its associated programs with the department director and performance improvement staff.
  • Oversee the Academy portfolio of work and ensure appropriate timelines, staffing, and resources.
  • Provide input and guidance to project managers and coordinators on program goals, standards, infrastructure, recruitment, curriculum, faculty, sequencing, and evaluation.
  • Build Academy programming, staffing, and resources to meet the needs of the Partnership provider network.
  • Develop Academy infrastructure, including website and newsletter presence, coaching standards and expectations, event planning tools, participant intranet sites, program dashboards, and related resources.
  • Manage a portfolio of large-scale organization-wide and network-wide improvement initiatives, as well as targeted interventions.
  • Work with project sponsors, project managers, and improvement teams to determine project scope, aims, measurement sets, and change development and implementation.
  • Ensure appropriate timelines, staffing, and resources across the project portfolio.
  • Provide guidance on improvement methodology and its application to each project.
  • Create and manage mechanisms for prioritizing and monitoring progress across the project portfolio.
  • Collaborate with the Manager of Analytics and analytics team to create measurement and data analytics plans across projects.
  • Collaborate with the HEDIS Manager on HEDIS-related interventions and integrate them into the larger improvement project portfolio as an Improvement Advisor directly or through a delegate.
  • Maintain communication with stakeholders throughout projects from inception to conclusion.
  • Determine the vision and goals of internal improvement work with the department director and performance improvement staff.
  • Ensure staffing and resources to support internal improvement goals.
  • Lead the Performance Improvement team in creating and implementing training curriculum focused on building improvement capacity across Partnership departments.
  • Ensure all Quality Improvement department staff have proficient improvement knowledge and capabilities.
  • Provide improvement advisement on department-specific improvement projects.
  • Create and manage monitoring and communication plans for internal quality improvement work.
  • Serve as a Quality Improvement methods trainer and Improvement Advisor to provider practices participating in Academy programs and to internal improvement teams.
  • Advise staff across the department on the development and execution of quality improvement projects.
  • Stay informed on developments in the quality improvement field that affect the provider network, including patient-centered medical home certification criteria, meaningful use, primary care transformation best practices, and quality reporting requirements.
  • Hire, train, coach, support, and directly supervise performance improvement staff.
  • Determine staffing needs and advocate for additional staff as the performance improvement portfolio increases.
  • Establish clear goals, expectations, and metrics for direct reports and other department staff across projects.
  • Support the Quality Improvement Department Director in budget management, staffing decisions, and strategic and operational planning.
  • Collaborate with the Quality Improvement management team to align efforts across the department.
  • Develop and manage communication feedback loops so work from QIP programs, HEDIS, analytics, and regional offices informs Performance Improvement priorities and vice versa.
  • Collaborate with Quality Improvement staff in the Redding office to foster alignment and cohesion across Performance Improvement activities in both regions.
  • Attend Health Services Management Team meetings and stay informed of critical work across the Health Services department.
  • Advise on Health Services department strategy and continually assess and adjust the Performance Improvement team's operational plan to support that strategy.
  • Work with directors and managers across the Quality Improvement department and Partnership on data and measurement activities, including the Quality Improvement Program, Partnership Stars Dashboard, provider reporting tools, internal dashboards, and program evaluations.
  • Accept other responsibilities as determined by the needs of the Quality Improvement Department.
Desired Qualifications
  • A master's degree in healthcare or public health is strongly preferred.
  • Practice coaching, program design, and project management experience are desired.
  • Experience working in primary care, safety-net clinics, or with vulnerable populations is desired.
  • Knowledge of primary care transformation tactics such as building blocks, panel management, team-based care, and access improvement is desired.
