Serving as the cooperative's subject matter expert in safety, training, risk management, and regulatory compliance, you will partner with all departments to support employee well-being, protect our operations, and promote continuous improvement. Responsibilities

Essential Duties and Responsibilities include the following. They are not intended to cover each aspect of the position as the scope and duties of a given position may change or be temporarily altered based on the business needs of Snapping Shoals.  The basic requirement of every position is to perform all tasks as assigned by the supervisor. 

Designs, implements and monitors plans that will assure:

• Compliance with all applicable Occupational Safety and Health Administration (OSHA) laws for the protection of workers including maintaining the OSHA 300 log(s),

• Compliance with the Federal Motor Carrier Administration (FMSCA) safety regulations, through coordination and administration of required activities.  

• Compliance with Environmental Protection Agency (EPA) laws.

• Compliance with National Electric Safety Code (NESC), National Fire Protection Agency (NFPA 70) and National Electrical Code (NEC).

• Compliance with applicable Resource Conservation and Recovery Act (RCRA) regulations through the coordination and administration of required activities.

Also performs the following:

• Accompanies any officials with the authority to inspect facilities.

• Analyzes all contracts with the aid of insurers to assure adequate indemnification clauses are in place.

• Consults with all departments on design, maintenance and use of equipment, buildings, and personal protection equipment.
• Designs, monitors and maintains for management and supervisory personnel, an effective system for accident, injury and property damage reporting so that this function operates effectively.

• Determines, provides for, and may perform Job Hazard Analysis (JHA).

• Conducts investigations in preparation and resolution of claims, lawsuits, or regulatory enforcement.

• Coordinates and executes all efforts to maintain safety accreditation from NRECA's Rural Electric Safety Achievement Program (RESAP).

• Determines, with management and Board approval, insurance needs in Management, Officers and Directors Liability (MODL), and to ensure adequate coverage at the best price.

• Devises, supervises, and coordinates training programs which will increase proficiency in safe practices and promote safety consciousness, and instill an effective understanding of regulatory compliance requirements.

• Ensures that emergency response plans and procedures are in place, remain current, and also acts as Emergency Response Coordinator.

• Ensures that both new and current supervisory and management personnel are adequately trained in established company investigating and reporting procedures addressing injuries (including initial workers comp response), public and private property damage, and vehicle accidents.

• Ensures that necessary periodic inspections of equipment and facilities are maintained by assigned personnel.

• Establishes/Determines topics, Schedules and may conduct monthly safety and training meetings.

• Formulates and maintains safety, environmental, regulatory, and general loss policies to be followed by all personnel and maintains proper records.

• Has overall responsibility for the Cooperative’s DOT program by overseeing the administration of the random drug/alcohol screening for all CDL drivers, DOT physicals on all CDL drivers, and the upkeep of DOT driver qualification files.

• Keeps managers and employees alerted to the hazards and the potential areas of compliance vulnerability and risk involving toxic fumes, dangerous chemicals, and any other hazardous substances by identifying such hazards. Then develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.

• Implements and maintains a safety incentive program.

• Inspects organization facilities and conducts random inspections of work crews to detect existing or potential accident and health hazards and recommends corrective or preventative measures where necessary.

• Maintains safety files and records.

• May take immediate action to correct infractions.

• Monitors the performance of all compliance training programs and relates activities on a continuing basis, taking appropriate steps to improve the effectiveness.

• Monitors and, as necessary, coordinates the compliance related activities of all departments to remain abreast of their status and to identify trends.

• Periodically conduct observation inspections at other Cooperatives and attend Safety Accreditation Committee meetings as part of the overall safety accreditation process.

• Prepares an accident and incident report for the Board of Directors monthly.

• Prepares and arranges safety exhibits and material for display.

• Provides for the development of effective compliance training programs, including appropriate introductory training for new employees, as well as ongoing training for all employees and managers.

• Provides for the coordination and maintenance of training records for all apprenticeship activities and ensures that the programs are adequate.

• Remains current and apprised of electric utility industry trends in the area of Safety & Training and Loss Control through attendance of conferences, workshops and organizational memberships.

• Represents the organization in community or industry safety groups and programs.

• Reviews and revises safety manual as needed.

• Schedules and chairs the monthly Safety Committee meeting.

• Tactfully handles all liability complaints and discusses claim with individual and/or consumer.

• Works with insurers, Management and Board annually to assure that the cooperative has adequate general liability coverage at the best price available. 

Supervisory Responsibilities:

• Directly supervises 1 to 2 employees in the Safety, Training and Loss Control Department. 
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
• Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education and/or Experience:

• High school diploma or general education degree (GED).
• Associate’s degree (A. A.) or equivalent from two-year college or technical school.
• Five years related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations:

• Valid Georgia Driver's License Required

• CLCP Credentials

• OSHA 30 Hour Certificate

• Technical certification in electric field 

Computer Skills:                                     

• Proficient in the use of Microsoft Word, Excel, Power Point, Microsoft Project, and Internet Explorer. 

Other Skills and Abilities 

• Ability to teach safety training programs. (Required)
• Familiar with REA specifications and cooperative work practices.
• Knowledgeable in Project Management techniques required.
• Public or classroom training experience.
• Safety training techniques required.
• Supervisory skills training.
• Training in applicable Environmental Compliance required.
• Training in OSHA Compliance required.
