Requirements
  • Active Department of Defense Secret security clearance.
  • Bachelor's degree from an accredited university.
  • 10+ years of experience supporting Air Force or Department of Defense programs.
  • Proven experience developing, tracking, and executing enterprise strategic implementation plans, strategic roadmaps, or Plans of Action and Milestones.
  • In-depth operational knowledge of Air Force Civil Engineer Squadron organization, Operations Flight craft shops and responsibilities, and installation-level civil engineering processes.
  • Demonstrated experience conducting program analysis, developing strategic recommendations, and producing executive-level decision products.
Responsibilities
  • Support execution of the AF/A4C Strategic Implementation Plan by aligning enterprise modernization initiatives, tracking strategic milestones, assessing execution risks, and driving continuous improvement in Civil Engineer Operations governance.
  • Develop and maintain Plans of Action and Milestones, implementation plans, performance metrics, and executive dashboards.
  • Prepare concise, decision-ready briefings, talking points, and decision memos for General Officer and Senior Executive Service leadership.
  • Facilitate cross-functional collaboration across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and installation-level Civil Engineer Squadrons to integrate enterprise priorities and resolve operational bottlenecks.
  • Drive strategic initiatives related to Unified Facilities Criteria modernization, condition-based maintenance, infrastructure hardening and resilience, utility recovery planning, enterprise fuel-storage advocacy, and Airman-centric facility enhancements.
  • Analyze Operations Flight program areas, including work order planning and prioritization, asset management, material control, craft execution, and service contracts, to standardize business processes across the enterprise.
  • Research emerging technologies, automated diagnostics, predictive maintenance models, and commercial best practices to accelerate adoption and enhance installation readiness.
Desired Qualifications
  • Prior military or civilian experience as a separated or retired Air Force Civil Engineer Officer (32E), Senior Non-Commissioned Officer (3E-series), or civilian equivalent.
  • Direct staff experience supporting Headquarters Air Force (HAF/A4C), AFCEC, AFIMSC, MAJCOM civil engineer directorates, Joint Staff, or Combatant Commands.
  • Experience delivering decision-ready executive materials, including white papers, slide decks, and executive summaries, directly for General Officer or Senior Executive Service review.
  • Working knowledge of Unified Facilities Criteria, condition-based maintenance plus, enterprise asset management frameworks, and the Civil Engineer vehicle validation process.
  • Experience utilizing business analytics and executive dashboard tools to evaluate organizational performance and monitor enterprise health metrics.
  • Demonstrated ability to self-teach emerging technical concepts and build compelling business cases for technology adoption.
