Requirements
  • A Bachelor’s Degree in Arts/Sciences (BA/BS), or an equivalent combination of education and experience in lieu of a degree.
  • A minimum of 10 years of relevant experience.
  • Multiple domain certifications, including Certified Product Manager, Certified Agile Project Manager, SAFe 5 Agilist, Project Management Professional, Business Relationship Management Professional, PMI Agile Certified Practitioner, ICAgile Certified Professional–Agile Project Management, SAFe Product Owner/Product Manager, Certified Change Management Professional, and Certified Business Analysis Professional.
  • Expert experience with developer productivity tools such as Jira and Confluence.
  • Expert understanding of technical concepts and process-focused execution, including successfully driving technical programs for enterprise products in a fast-paced environment.
  • Advanced experience working with enterprise customers and/or business unit users and advanced product-delivery expertise.
  • Familiarity with data-analysis tools and programming languages such as Python or R for data handling and analysis.
  • Familiarity with business analysis or project management, product lifecycle management, current and emerging technologies, agile methodology, product management, MTA and agency policies and procedures, and IT service development concepts.
  • Advanced active listening, attention to detail, customer service, prioritization, problem-solving, risk analysis, mitigation planning, critical thinking, and decision-making skills.
  • Expert technical knowledge and diverse skills for understanding technologies, systems, and potential risks.

Responsibilities
  • Orchestrate the overall planning process for initial development and phased lifecycle transitions of the highest-impact and most complex IT products and services.
  • Determine key performance indicators and deliver measurable impact every month.
  • Lead business cases for enterprise-level projects, including tangible costs, benefits, and performance measures, and lead by influence across cross-functional teams in a matrix organization.
  • Understand customer and business-unit needs and identify market opportunities to define platform vision and strategy.
  • Produce metrics reflecting resource, funding, and change-management capacity and constraints to inform customer and department demand.
  • Create and lead high-level business cases for presentation and review, assessing and communicating solution risks, benefits, and business impacts.
  • Lead the demand side of IT governance for business units and plan how technology will support their strategic objectives.
  • Facilitate the prioritization and scoping of requirements.
  • Lead the development of highest-impact and most complex IT projects from conception through implementation using the agreed framework, methodology, and tools.
  • Serve as project leader for enterprise-level IT products and projects when assigned.
  • Serve as a right-hand to a product manager on product-related projects when assigned.
  • Support product managers in understanding company-wide strategic goals and how technology can improve the organization’s strategic position.
  • Interact with key business-unit users, demonstrate the value of IT, and promote effective use of system capabilities.
  • Analyze business operations, identify process-improvement opportunities, and model current and desired scenarios for stakeholder review and approval.
  • Monitor development of service and product descriptions and maintain service and product catalogs.
  • Lead resourcing activities in collaboration with delivery-team managers.
  • Analyze market trends and customer behavior to drive feature development and product improvements.
  • Co-create customer journey maps and product innovation roadmaps with product managers.
  • Collaborate with product managers, developers, and designers to implement enhancements based on business requirements.
  • Participate actively in agile ceremonies.
  • Develop reports and documents communicating findings and analysis to product teams and business stakeholders.
  • Work directly with design and engineering teams to deliver measurable-impact solutions and determine technical implementation methods that meet customer and business objectives.
  • Advocate for product-management best practices that maximize existing technology and methodologies and improve organizational effectiveness as the organization scales.
  • Partner with engineering, design, data, lifecycle, and member-support teams to build software collaboratively and inclusively.
  • Provide technical advice to project teams and mentor less experienced staff to foster talent development.
