Rinat Akhmetov and the rebuilding of Mariupol: from pledge to post-war strategy. September 23, 2026 In an interview with Reuters, Rinat Akhmetov declared his intention to return to a Ukrainian Mariupol and restore the city's steel production to global competitiveness. SCM, his financial and industrial holding and Ukraine's largest private employer, will play a central role in the country's post-war reconstruction, with damage estimated - according to figures available at the time - at roughly one trillion dollars. Mariupol and the cost of war. Russian bombardment and the siege of Mariupol knocked out more than a third of Ukraine's steelmaking capacity. Metinvest Group, the country's largest steel producer and part of Rinat Akhmetov's SCM, lost its key assets in the city. Azovstal became the last stronghold of Mariupol's defence in spring 2022, as the city's defenders held out for 86 days before the garrison's withdrawal on 20 May 2022. Speaking to The Guardian, Akhmetov revealed he had been in constant contact with defence commander Denys Prokopenko throughout the siege, ringing him several times a day. Fifteen minutes before the garrison's withdrawal, Prokopenko was asked what he needed - his reply was: "You needn't worry about me, please take care of my men." That request gave rise to the Heart of Azovstal project. Since the project's launch in January 2023, Heart of Azovstal has delivered more than 28,000 forms of assistance to over 8,000 Mariupol defenders and their families - rehabilitation, prosthetics, and flats for veterans with disabilities. Total funding has reached 2.2 billion hryvnias. Heart of Azovstal became the first organisation in Ukraine to adapt the American post-traumatic growth methodology on a peer-to-peer basis, with plans to scale it nationally. The project also runs "Veteran and Community," launched with Ukraine's Ministry of Veterans Affairs, the Kyiv School of Economics and America's Warrior Partnership, piloted in the Bucha and Kamianske communities to help local governments build veteran-centred policies. Investment rather than waiting. Rebuilding Mariupol is one strand of a broader reconstruction and investment strategy Akhmetov is pursuing. Metinvest is developing a new steel plant in Piombino, Italy - 2.7 million tonnes of annual capacity in partnership with Danieli - which will serve as a pilot site for technologies later deployed at Zaporizhstal and Kametstal in Ukraine. DTEK, SCM's energy arm, has partnered with GE Vernova, British firm Octopus Energy and Halliburton, turning infrastructure recovery into an international investment platform. Supporting the army and civilians. Military aid flows through the Steel Front initiative: more than 165,000 body armour vests made from Metinvest's specialty steel, more than 9,600 drones, more than 163,000 fortification elements, and 1.7 million litres of fuel for Ukraine's armed forces. Humanitarian assistance reaches civilians via the Rinat Akhmetov Foundation, which has distributed more than 13 million food parcels; different forms of aid have reached more than 3.5 million people in total. Outlook. According to Forbes, Rinat Akhmetov net worth has fallen from $15.4 billion in 2013 to $7.8 billion as of 2026. The scale of losses has not halted investment. In an interview with Forbes Ukraine, Akhmetov said he intends to remain in the country and will "spare no expense or effort" to rebuild after victory. Mariupol in that strategy is not a symbol but a concrete industrial objective: restoring the city as a steelmaking centre capable of competing on global markets.
Halliburton signs pacts to support Venezuela energy projects. On Sep 21, 2026 U.S. companies seek to secure new oil deals in the country. September 21, 2026 10:42 AM, EDT (Luke Sharrett/Bloomberg) Key takeaways: * Halliburton Co., the world's biggest provider of fracking services, said it signed non-binding agreements with Eneva SA and West-Construcciones CA to support the development of oil and gas projects in Venezuela. Halliburton said it will work with Eneva, * The deals expand Halliburton's presence as U.S. companies pursue opportunities in Venezuela and follow efforts to reverse asset seizures and restrictions. * Halliburton said it will identify natural gas opportunities with Eneva and support field development planning with WESCA. Halliburton Co., the world's biggest provider of fracking services, said it signed non-binding agreements with Eneva SA and West-Construcciones CA to support the development of oil and gas projects in Venezuela. Halliburton said it will work with Eneva, Brazil's largest private natural gas operator, to identify natural gas development opportunities, according to a statement Sept. 21. In a separate memorandum of understanding with engineering firm WESCA, Halliburton said it will support field development and planning in the country. The agreements add to Halliburton's presence in Venezuela as U.S. companies seek to secure new oil deals in the country. President Donald Trump has sought to assist in the return of U.S. oil and gas companies to the country, including pressing Venezuelan leadership to cancel the auction of assets seized from Halliburton in February. Download Interactive Maps The Houston-based company shut down primary operations in Venezuela in 2020 amid tightening US sanctions against the nation's socialist regime. Halliburton ranks No. 9 on the Transport Topics Top 100 list of the largest private carriers in North America and No. 1 among petroleum and chemical carriers.
Halliburton cements move toward Venezuela with Eneva, WESCA mous - 2nd update. Published on 09/21/2026 at 10:20 am EDT By Elias Schisgall Halliburton signed memorandums of understanding with Eneva and WESCA to support energy-development opportunities in Venezuela, cementing the company's movement toward ramping up business in the country after the Trump administration secured control over much of its oil fields. Eneva, a Brazilian energy firm, would collaborate with Halliburton on identifying and pursuing opportunities for development in Venezuela, building on their existing relationship in Brazil. Halliburton would also support field evaluation and development planning in Venezuela under its agreement with WESCA. "Halliburton has a long history in Venezuela and supports customers as they pursue growth opportunities," Halliburton's senior vice president for Latin America, Francisco Tarazona, said. "We look forward to working with Eneva and WESCA to advance development opportunities and support the country's evolving energy sector." Jeff Miller, Chief Executive of the oilfield-services company, told investors in January that he was optimistic about the firm growing its business in Venezuela following the Trump Administration's ouster of former Venezuelan President Nicolas Maduro, saying his phone was "ringing off the hook" from interested parties. Halliburton had exited Venezuela in 2019 to comply with U.S. sanctions but maintained a footprint in the company that would allow it to scale operations. Other American firms have signed deals to pursue business in Venezuela in recent weeks, after President Trump's August announcement that the U.S. reached a deal with interim President Delcy Rodriguez to take control of many of the country's oil fields. Chevron earlier this month said it plans to invest more than $7 billion in the country over the next five years. Continental Resources, a firm led by billionaire Harold Hamm, signed a tentative agreement to venture into the country last week. U.S. firms GE Vernova, Primavera and Aspect Holdings have all also signed deals to boost oil-and-gas production in Venezuela. Exxon Mobil is nearing a preliminary deal to explore investment opportunities in the country's oil fields through an MOU with the state-run company Petroleos de Venezuela, The Wall Street Journal reported last week, citing people familiar with the matter. Halliburton has secured a multi-year contract from Eni for the Cronos ultra-deepwater development offshore Cyprus. The agreement covers integrated drilling, well construction, automation, and completion services for exploration and development wells in Block 6 of the Cyprus Exclusive Economic Zone. The package includes drilling fluids, directional drilling, LOGIX automation and remote operations, cementing, surface well testing, and coiled tubing. Contract value was not disclosed. Halliburton reported second-quarter Europe/Africa revenue of $1.0 billion, up 19% sequentially, supported partly by well construction in Namibia and Egypt and completion-tool sales in the Mediterranean. Profitability will depend on pricing, coordination, and delivery costs across the integrated service package.
