Requirements
  • A high school diploma or equivalent GED is required.
  • The employee must pass the required criminal history background checks, including ongoing checks against applicable exclusion lists.
  • Certified Alcohol and Drug Counselor certification at the Registered, I, or II level is preferred but not required; employees who are not registered or certified must register upon employment and become certified within two years.
  • Employees recovering from a substance use disorder must document continuous recovery under independent living conditions or supported housing for the immediate past two years.
  • The employee must understand, or be able to learn, the needs and symptoms of patients with co-occurring disorders and use appropriate assessment and intervention techniques.
  • The employee must have, or be able to acquire, knowledge of relevant Oregon Administrative Rules and the recovery model.
  • The employee must professionally work with the public, coordinate services across agencies and community groups, communicate effectively verbally and in writing, work independently, and complete responsibilities thoroughly and on time.
  • The employee must develop cooperative and respectful relationships with clients, families, and providers and work effectively with teams and groups.
  • The employee must be computer literate and able to type and use word-processing and other software systems.
  • The employee must maintain client confidentiality and comply with applicable confidentiality laws and rules.
  • The employee must be able to travel to assigned locations and hold a valid driver's license and personal auto insurance with at least $300,000 bodily-injury liability and $100,000 property-damage liability coverage.
  • The employee must complete the pre-hire drug screen.
  • The employee must be able to meet the stated physical demands, including occasional lifting up to 30 pounds, bending, kneeling, squatting, vehicle travel, and driving a mobile response van.
Responsibilities
  • Provide culturally competent alcohol and drug, behavioral health, mobile crisis response, and follow-up services.
  • Respond promptly to contacts from community members, law enforcement, first responders, hospitals, and other community agencies as part of a 24-hour crisis response team.
  • Conduct comprehensive alcohol and drug evaluations, screenings, assessments, treatment planning, and referrals in community, office, telehealth, and mobile-response settings.
  • Work in a two-person team with Qualified Mental Health Professionals, Certified Alcohol and Drug Counselors, and peers to engage clients in community and office locations, including jails, hospitals, clinics, private homes, and treatment settings.
  • Establish short-term goals with clients, provide follow-up services, make timely referrals, and arrange temporary or emergency placements when necessary.
  • Gather and integrate clients' personal, family, physical-health, and mental-health histories using clinical observation and assessment techniques.
  • Use agency computer systems to maintain current client records and prepare timely, professional, clinically sound reports and paperwork.
  • Screen referrals to ensure appropriate use of Mobile Crisis services and appropriate referrals to inpatient and outpatient services.
  • Connect clients with community services and resources, act as a liaison between clients and agencies, and advocate for clients when appropriate.
  • Perform screening, assessment, joint-case, transition, discharge, and safety planning and coordinate with clients and community agencies.
  • Provide telephone consultation and crisis intervention and response in the community on a 24-hour rotating basis, including some after-hours emergency services for adults and children.
  • Participate in group and individual supervision sessions.
  • Work with staff and community representatives to initiate programs and review and revise existing programs as needed.
  • Attend trainings, meetings, and conferences as directed and apply the information gathered to benefit the agency and customers.
  • Transport clients when required.
  • Report abuse to the appropriate legal office, complete required paperwork and investigations, and develop safety plans.
  • Cover non-traditional work hours and call-offs when feasible.
  • Perform other assigned responsibilities.
Desired Qualifications
  • Experience with or knowledge of behavioral health, chemical-dependency systems, or crisis response is preferred.
  • Certified Alcohol and Drug Counselor certification at the Registered, I, or II level is preferred.
