Requirements
- A high school diploma is required.
- Five years of experience in an occupational health, safety, and environmental role in the energy, construction, manufacturing, or process plant industries is required.
- Two years of experience developing, implementing, and/or leading environmental, health, and safety programs, projects, or regulatory compliance initiatives is required.
- Knowledge and practical working application of National Fire Protection Association, Occupational Safety and Health Administration, Environmental Protection Agency, Hawaii Department of Health, and work-related regulations are required.
- Proficiency in Microsoft Office tools, including Word, Excel, Access, Microsoft Project, and PowerPoint, is required.
- A valid driver's license to operate a motor vehicle in Hawaii is required.
Responsibilities
- Manage safety and compliance programs to ensure company compliance with regulatory standards across LPG Operations.
- Provide strategic environmental, health, and safety guidance and risk management support to operational partners during project planning and execution.
- Provide mentoring and training to Operations field safety specialists.
- Assist with environmental permitting and reporting.
- Assist with health and safety, waste management, and environmental contractor management.
- Partner with management teams to resolve safety and health deficiencies effectively.
- Provide regular updates on safety performance and initiative rollout to Operations and the Environmental, Health, and Safety Director.
- Lead the development and implementation of safety compliance training programs.
- Prepare reports on projects, compliance evaluations, and corrective actions on findings.
- Implement safety rules and procedures, report unsafe acts and conditions, and correct those within the role's authority.
- Perform personnel management, including hiring, promotion, discipline, and other personnel actions for supervised employees in collaboration with company leadership and Human Resources.
- Monitor proposed and enacted regulatory changes, evaluate business impacts, communicate requirements to stakeholders, and support action plans to achieve compliance.
- Develop and deliver safety communications, including incident investigation reports, safety flashes, lessons learned, and other communications for employees, supervisors, and contractors.
- Evaluate contractor safety compliance and review contractor safety plans and procedures.
- Develop proactive safety and health procedures for integration into organizational operating policies.
- Lead investigations of incidents and near misses, including root cause analysis and corrective action development.
- Analyze safety performance data and trends to recommend risk reduction and performance improvement strategies.
- Provide guidance and mentorship to junior safety staff and operational leaders.
- Develop information for reporting environmental or employee injury incidents to regulatory agencies.
- Serve as the safety liaison with external organizations, including fire departments, mutual aid groups, and rescue teams.
- Participate in professional organizations, conferences, webinars, and industry forums.
- Support emergency preparedness and response planning, including emergency drills and crisis management activities.
- Maintain environmental, health, and safety training on a current basis.
- Comply with applicable company and Hawaii Gas policies and procedures.
- Maintain assigned work areas and equipment in a clean, orderly, and safe manner and perform required housekeeping duties.
- Perform other related duties as instructed by a supervisor or manager.
Desired Qualifications
- A Bachelor's or Master's degree in Occupational Health & Safety, Engineering, or Chemistry is preferred.
- Qualification to conduct 8-hour and 24-hour HAZWOPER training is preferred.
- Experience with natural gas regulations and safety procedures is preferred.
- Experience in risk management and safety auditing is preferred.
- Experience managing Federal Motor Carrier Safety Administration, Pipeline and Hazardous Materials Safety Administration, and Hawaii Department of Health environmental compliance is preferred.
- Experience in emergency preparedness and response is preferred.
- Experience in emergency management is preferred.
- Knowledge of Propane Education and Research Council educational programs is preferred.
- Knowledge of industrial hygiene requirements for working with hazardous materials is preferred.
- Knowledge of Hawaii Department of Health environmental regulations is preferred.
- Working knowledge of natural gas distribution pipeline repair and replacement operations is preferred.
- Certified Safety Professional certification is preferred.
- HAZWOPER certification is preferred.
- Occupational Health and Safety Technologist certification is preferred.
- Safety Management Specialist certification is preferred.
