Meet Pennsylvania qualification requirements for mobile therapy services through an applicable license, graduate degree, clinical or mental health direct-service practicum, and/or qualifying experience.
Meet Pennsylvania qualification requirements for behavioral consultation services through applicable licensure, behavior-analysis certification, a graduate degree in applied behavior analysis, qualifying experience, or a clinical or mental health direct-service practicum.
Complete a clinical or mental health direct-service practicum when using a practicum-based qualification pathway.
Have at least one year of full-time mental health direct-service experience with children, youth, or young adults when using an experience-based qualification pathway.
Maintain required graduate-level clinical-practice coursework when using the applicable qualification pathway.
Maintain consumer confidentiality and comply with agency policies, procedures, ethical standards, Pennsylvania Mental Health Code, regulatory standards, funding standards, and service-delivery standards.
Participate in required supervision, training, quality assurance, and program development activities.
Responsibilities
Complete comprehensive consumer assessments.
Use a strengths-based approach to identify problems and design Individualized Treatment Plans with appropriate goals.
Identify measurable behavioral goals and select appropriate interventions for inclusion in Individualized Treatment Plans.
Review, analyze, and interpret data to determine changes to treatment-plan goals and objectives.
Direct implementation of behavioral interventions in Individualized Treatment Plans.
Provide consultation to Behavioral Health Technicians on behavioral-management protocols.
Review behavioral-intervention outcomes with the youth, young adult, or parent or caregiver monthly to determine service effectiveness.
Provide individual therapy and family therapy.
Assist with crisis stabilization.
Complete progress reviews every 90 days.
Submit monthly reports summarizing program status and outcomes.
Ensure outcome data is collected, reported, compiled accurately, and submitted in a timely manner.
Complete functional behavior assessments as needed to obtain Behavioral Health Technician services for consumers.
Implement evidence-based practices with fidelity.
Review consumer files to ensure regulatory and funding standards are met.
Perform home and community visits.
Serve as a liaison to adults across all areas of a child's life.
Facilitate discharge planning and implement discharge plans.
Meet service productivity expectations and complete paperwork within specified time frames.
Participate in and adhere to the Individualized Training Plan.
Attend required trainings.
Perform other assigned duties and special projects.

GENERAL OVERVIEW OF KEY ROLES & RESPONSIBILITIES:
The Clinician meeting the requirements of both a Behavioral Consultant and Mobile Therapist will provide clinical direction, therapy, and consultation services to consumers across school, home and community settings.
ESSENTIAL & CORE FUNCTIONS
1. Complete comprehensive assessments of the consumers.
2. Using the strengths-based approach identify problems and design an ITP with appropriate and reasonable goals.
3. Identify behavioral goals in measurable terms and selection of appropriate interventions for inclusion in the ITP.
4. Review, analyze and interpret data to determine any changes to goals and objectives included in the ITP.
5. Direct the implementation of behavioral interventions in the ITP.
6. Provide consultation to BHTs on behavioral management protocols.
7. Review of clinical outcomes for the behavioral interventions being implemented in the treatment plan with the youth, young adult, or parent or caregiver of the child to determine effectiveness of the individual services on a monthly basis.

ADDITIONAL RESPONSIBILITIES:
1. Performs other duties and special projects as assigned.
1. Individuals who provide individual services through mobile therapy services shall meet one of the following:
a. be licensed in this Commonwealth as a psychologist, professional counselor, marriage and family therapist or clinical social worker.
b. Be licensed in this Commonwealth as a social worker or behavior specialist and have a graduate degree that required a clinical or mental health direct service practicum from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
c. Have a minimum of 1 year of full-time experience in providing mental health direct services to children, youth or young adults and a graduate degree with at least nine credits to specific to clinical practice in psychology, social work or counseling from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
OR
Completed a clinical or mental health direct service practicum and have a graduate degree with at least nine graduate level credits specific to clinical practice in psychology, social work, education, counseling or a related field from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
2. Individuals who provide individual services through behavior consultation services must meet one of the following:
a. Be licensed in this Commonwealth as a Behavioral Specialist.
b. Have a certification as a BCBA or other graduate-level certification in behavior analysis that is accredited by the National Commission for Certifying Agencies or the American national Standard Institute.
c. Have a graduate degree in ABA from a college or University accredited by an agency or recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
d. Have a minimum of 1 year full-time experience in providing mental health direct services to children, youth or young adults and a graduate degree in psychology, social work, education, or counseling from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
e. Completed a clinical or mental health direct service practicum and have a graduate degree in psychology, social work, education, counseling or a related fields from a college or university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. The Department will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or equivalency.
OR
f. Individuals who provide behavior consultation services to children diagnosed with ASD for the treatment of ASD shall be licensed in this Commonwealth as a psychologist, professional counselor, marriage and family therapist, clinical social worker, social worker, behavioral specialist, certified registered nurse practitioner or a professional with a scope of practice that includes overseeing the provision of ABA services.
3. Knowledge of community resources, evidence based practices, and trauma informed and culturally competent care preferred.
