ID Tech digest - October 16, 2026.

ID Tech digest - October 16, 2026. October 16, 2026 Welcome to ID Tech's digest of identity industry news. Here's what you need to know about the world of digital identity and biometrics today: GSA explores letting Login.gov inherit identity verification from commercial providers. The General Services Administration is considering a 10-year blanket purchase agreement that would enable citizens who have completed Identity Assurance Level 2 proofing with commercial credential service providers to automatically inherit that verified standing when creating a Login.gov account, according to an exclusive weekly newsletter preview. Issued under an October 13 request for information aligned with OMB Memorandum M-26-18, the proposed framework would establish a newly federated, government-owned credential while requiring partner providers to grant federal agencies real-time access to underlying identity attributes, biometrics, government ID captures, and Social Security records. USCIS orders up to $9.2 million in remote document authentication software. U.S. Citizenship and Immigration Services has awarded a delivery order valued at up to $9.18 million to reseller ThunderCat Technology for remote enterprise document authentication software and support services to eliminate manual, in-person paperwork checks across agency workflows. Procured under NASA's SEWP vehicle with an initial $2.45 million obligation through September 2027, the deployment fulfills agency requirements for cross-platform mobile and web verification capable of authenticating international identity documents, scanning barcodes and chips, and executing real-time selfie matching backed by liveness presentation attack defenses across an anticipated volume of at least 10 million annual transactions. HHS orders $8 million in ID.me services for CMS under new FedHub agreement. The Department of Health and Human Services has issued an $8 million delivery order to ID.me to provide commercial identity verification services for Medicare and Medicaid through the Centers for Medicare & Medicaid Services under its FedHub procurement channel. Backed by a newly minted $90 million blanket purchase agreement, the one-year order enables public beneficiaries to reuse established commercial digital credentials, operating alongside a parallel $85 million FedHub vehicle established with CLEAR via Carahsoft Technology as federal agencies balance commercial credential options against broader administrative efforts to standardize public-facing logins around Login.gov. SITA agrees to acquire Collins Aerospace's Airport Solutions business. Air transport technology provider SITA has entered into a definitive agreement to acquire Collins Aerospace Airport Solutions from RTX, significantly consolidating airport passenger processing and biometric check-in systems across global hubs ahead of a projected close in the first half of 2027. The transaction absorbs Collins' SelfServ hardware and SelfPass facial recognition platform - recently rolled out across major international hubs including Manila's Ninoy Aquino International Airport - into SITA's extensive digital identity and automated border management portfolio as aviation stakeholders advocate for standardized biometric passenger processing frameworks across the European Union and international airspace. Vista Equity Partners agrees to acquire HID's PKI business. Private equity firm Vista Equity Partners has reached an agreement to carve out the public key infrastructure business unit from ASSA ABLOY subsidiary HID, intending to establish an independent enterprise PKI and credential lifecycle management company backed by its Foundation Fund. Closing in the fourth quarter, the standalone entity will focus on scaling machine-to-machine trust architectures, automated enterprise certificate issuance, quantum-resilient encryption schemes, and cryptographic identity issuance for emerging autonomous AI agents operating across complex corporate and federal networks. Florida sues Discord, alleging the platform fails to verify users' ages. Florida Attorney General James Uthmeier has filed a major civil enforcement lawsuit against Discord in state court, alleging the digital chat platform engaged in deceptive trade practices by failing to enforce user age verification controls while promoting the service as safe for children. The complaint seeks substantial statutory civil penalties reaching up to $150,000 per violation involving minors, asserting that despite recent safety updates and account-level risk scoring, the platform's historical lack of age-gating mechanisms and unverified direct-messaging channels exposed underage users to predatory behavior and unlawful exploitation. A three-judge panel of the U.S. Court of Appeals for the Eleventh Circuit has vacated a preliminary injunction that halted Georgia's social media age verification statute, allowing the state to begin enforcing Senate Bill 351 while constitutional litigation proceeds in federal district court. The appellate ruling rejected facial First Amendment challenges brought by industry trade association NetChoice, determining the group failed to establish universal unconstitutionality across the statute's full regulatory scope, thereby clearing state authorities to mandate commercially reasonable age assurance and verified parental consent for online users under 16 accessing platforms with targeted advertising and algorithmic recommendation feeds. Delivery robot makers Coco and Serve face Illinois biometric privacy suits. Autonomous sidewalk delivery operators Coco Robotics and Serve Robotics have been targeted with proposed class action complaints in Cook County Circuit Court alleging unlawful biometric capture under the Illinois BIPA statute during automated DoorDash and Uber Eats drop-offs. The lawsuits assert that the companies' sidewalk navigation arrays - including optical cameras and LiDAR distance-measuring sensors - scanned and recorded detailed 3D face and hand geometry of unsuspecting recipients without obtaining prior written informed consent or publishing data retention and destruction policies, allegations that both robotics manufacturers have vigorously denied while defending the navigational safety functions of their Chicago pilot deployments. JR kyushu to test NEC face recognition ticket gates at Hakata Station. Kyushu Railway Company will launch an operational pilot of face-recognition automated ticket gates across five gate lanes at Fukuoka's Hakata Station from November through December, deploying optical biometric recognition engines supplied by NEC. Testing internal employee cohorts to evaluate capture speeds, throughput latency, and algorithmic resilience against passenger movement, face masks, and ambient lighting shifts, the trial retrofits existing gate infrastructure engineered with Nippon Signal to inform planned commercial deployments at the newly constructed JR Kaizuka Station scheduled to open in spring 2027. State Department awards Paravision 'Identity Assurance' contract worth up to $6.5 million. The U.S. Department of State's Bureau of Information Resource Management has awarded facial recognition and computer vision firm Paravision a digital detection and identity assurance software contract with a potential total value of $6.5 million across five years. Awarded under simplified acquisition procedures with an initial $1.3 million firm-fixed-price obligation through September 2027, the agreement delivers perpetual software licensing out of Fairfax, Virginia, building on Paravision's top-tier biometric accuracy benchmarks in NIST evaluations and DHS Remote Identity Validation Rally tests covering liveness defense, deepfake detection, and 1:N visa border screening algorithms. Chicago lawsuits accuse robot delivery companies Coco and Serve of biometric privacy violations.

Chicago lawsuits accuse robot delivery companies Coco and Serve of biometric privacy violations. October 15, 2026 / 10:28 PM CDT / CBS Chicago A pair of class-action lawsuits filed in Chicago accuse two robot delivery companies of illegally collecting private biometric information. The complaints against Coco Robotics and Serve Robotics accuse the companies of violating Illinois' Biometric Information Privacy Act by collecting people's facial and hand data through their robots' cameras. A representative from Coco denied the allegations. "This lawsuit fundamentally misunderstands our technology, we have not collected biometric data in Chicago, and we are confident that this frivolous lawsuit will go away," a Coco spokesperson said in an email. A spokesperson for Serve also denied any privacy violations. "Serve Robotics is aware of the complaint and will defend against it," the spokesperson said. "Our robots use cameras and sensors to navigate the sidewalks of Chicago safely. Serve does not use that data to identify individuals and our systems are not designed to identify individuals or create biometric profiles."

Serve Robotics targets $450B market as Alphabet and Amazon scale rival delivery networks

Serve Robotics is targeting a $450 billion robotic and drone delivery market opportunity by 2030, citing ARK Big Ideas 2025 and NHTSA data. The company aims to reduce delivery costs from $8-$10 per human-courier delivery to under $1 using autonomous robots at scale. Serve operates over 2,000 sidewalk robots across 44 US cities and has completed more than 1.8 million deliveries with a 99.8% completion rate. Second-quarter revenues climbed 404% year-over-year to $3.2 million. However, lower Uber Eats volumes forced Serve to slash 2026 revenue guidance to $9-$10 million from $26 million. The company faces growing competition from Alphabet's Wing and Amazon's Prime Air, which are rapidly expanding drone delivery networks across hundreds of US locations.

SERV cuts 2026 revenue guidance to $10M as Uber delivery volumes weaken

Serve Robotics has lowered its 2026 revenue guidance to $9-10 million from $26 million after removing anticipated second-half increases in Uber delivery volumes from its outlook. The company attributed second-quarter Uber delivery-volume declines to changes in the operating model and integration between the firms. Total revenues grew more than 400% year-over-year to $3.2 million in the second quarter. DoorDash deliveries increased nearly 50% sequentially, whilst advertising accounted for nearly half of robotic food-delivery revenues. Hospital robotics generated recurring revenues through seven multiyear contract extensions and two new contracts. Serve Robotics is pursuing broader merchant access through its Beacon device, which connects customers and restaurants directly without relying on restaurant internet connections. The company estimates back-of-house integration barriers prevent nearly two-thirds of delivery orders from using robotic last-mile delivery in its operating areas.
