Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • At least an associate’s or bachelor’s degree in business or a related field; accounting and budgeting experience.
  • Two or more years of experience in procurement; at least two years of direct and federal related procurement experience with demonstrated knowledge and experience in subcontract terms and conditions.
  • Knowledge of Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR), or other agency regulations oriented toward procurement of goods and services in a complex environment; knowledge of codes and standards.
  • Solid mathematical skills; basic computer skills; understanding of the goods being procured; some experience in a business or delivery setting; excellent communication skills, both written and verbal; good interpersonal skills for working with various departments as well as vendor representatives; excellent planning skills, organizational skills and attention to detail; problem-solving skills; good physical condition; flexible scheduling.
  • Prior procurement experience with a Department of Energy Contractor preferred.
  • U.S. Citizenship Required - You must be a United States Citizen
  • Travel: Occasional travel may be required to attend meetings, events, site visits, or other training requirements.
Responsibilities
  • Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
  • Keep up-to-date on policies, procedures and processes to ensure procurement files are in compliance with SRR and SRS site procedures.
  • Review and make recommended changes to SRR procurement policies and procedures to ensure consistency and clarity.
  • Research various vendor options and select the best options based on the customer’s needs
  • Work with vendors to determine a reasonable rate and to coordinate the timing and means of delivery
  • Handle any related to vendor service, such as poor product quality or delivery delays
  • Find solutions to budget limitations, vendor errors, and other problems as they arise
  • Work with various departments to determine the amount and type of goods required
  • Assist in keeping an inventory of goods on hand
  • Track orders from placement through delivery
  • Assist in the inspection process of goods upon delivery to ensure that the standards of quality are met and the appropriate quantity has been received
  • Ensure that the appropriate goods are transferred to each department in a timely manner
  • Assist in the development of budgets for the goods required by each department
  • Seek out ways to save money on the procurement of goods.
  • Participate in specific training; attend meetings and lessons learned for procurement buyers.
  • Assist in resolving recurring supplier problems involving payments, quality and delivery.
  • Assist in identifying and resolving often significant differences between SRR and supplier objectives as well as customer requirements.
  • Work with the Buyers, Subcontract Technical Representatives (STRs) and End-Users on subcontract activities that may include resolution of issues raised by STRs, DOE, management, subcontractors, program compliance, procedures development, and training.
