Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency with Microsoft Office products, including Microsoft Word, Excel, PowerPoint, Publisher, and related tools and technology.
  • At least an associate’s or bachelor’s degree in business or a related field.
  • Accounting and budgeting experience.
  • At least two years of experience in procurement, including at least two years of direct and federal-related procurement experience.
  • Demonstrated knowledge and experience in subcontract terms and conditions.
  • Knowledge of Federal Acquisition Regulations and Department of Energy Acquisition Regulations, or other agency regulations oriented toward procurement of goods and services in a complex environment.
  • Knowledge of applicable codes and standards.
  • Solid mathematical skills and basic computer skills.
  • Understanding of the goods being procured and some experience in a business or delivery setting.
  • Good physical condition and flexible scheduling.
  • Ability to work a 40-hour work week on an applicable 5/8, 4/10, or 9/80 schedule.
  • United States citizenship is required.
  • Eligibility for a United States Government Facility Access Authorization, also referred to as Employment Authorization.
  • Ability to submit to and qualify for varying levels of background investigation, up to a Top Secret or Department of Energy Q clearance.
  • Ability to complete a Financial Disclosure Statement if required.
Responsibilities
  • Obtain safety training, obey safety rules, and stop work if continuing would be unsafe or create an unsafe condition.
  • Keep procurement files up to date and compliant with SRR and SRS site procedures.
  • Review SRR procurement policies and procedures and recommend changes for consistency and clarity.
  • Research vendor options and select the best options based on customer needs.
  • Work with vendors to determine reasonable rates and coordinate delivery timing and methods.
  • Handle vendor-service issues such as poor product quality and delivery delays.
  • Find solutions to budget limitations, vendor errors, and other problems as they arise.
  • Work with departments to determine the amount and type of goods required.
  • Assist in maintaining an inventory of goods on hand.
  • Track orders from placement through delivery.
  • Assist with inspecting delivered goods to verify quality standards and quantities received.
  • Ensure appropriate goods are transferred to each department in a timely manner.
  • Assist in developing budgets for goods required by each department.
  • Identify ways to reduce procurement costs.
  • Participate in procurement-buyer training, meetings, and lessons-learned activities.
  • Assist in resolving recurring supplier problems involving payments, quality, and delivery.
  • Assist in identifying and resolving significant differences between SRR and supplier objectives and customer requirements.
  • Work with Buyers, Subcontract Technical Representatives, and end users on subcontract activities, including resolving issues raised by stakeholders, supporting program compliance, developing procedures, and providing training.
