Requirements
  • A bachelor's degree in public policy, economics, business, sociology, human resources, analytics, or a related field is required.
  • At least 4 years of experience in workforce research, policy analysis, human resources analytics, or related federal support functions is required.
  • Workforce research, data analysis, policy support, benchmarking, report writing, literature review, stakeholder support, and briefing preparation are required.
  • Proficiency in project management methodologies and tools is required.
  • Understanding and proficiency with business tools and technology, including Microsoft Office, are required.
  • The candidate must be advanced with Excel, Access, Outlook, PowerPoint, and Word, proficient with Adobe Acrobat, data analytic tools, and Visio, and able to quickly learn other tools.
  • Strong analytical, organizational, time-management, written, oral communication, and prioritization abilities are required.
Responsibilities
  • Deliver solutions that improve operational efficiency through digital transformation and process automation.
  • Enhance data-driven decision-making using role-based advanced analytics and business intelligence.
  • Support regulatory compliance and adherence to federal human capital management policies.
  • Facilitate integration of information technology systems and workforce planning tools.
  • Optimize service delivery through performance-based outcomes and service-level agreements.
  • Support and enhance human capital analytics capabilities using Oracle Analytics Server and Tableau.
  • Conduct workforce research, program evaluations, and compliance assessments aligned with OPM HRStat and the GPRA Modernization Act.
  • Conduct workforce research, benchmarking, policy-support analysis, and structured data reviews to support human capital planning and enterprise decision-making.
  • Gather, clean, and analyze data; support interviews and research tasks; and prepare briefing materials, research summaries, and decision-support analyses.
  • Analyze data, policies, controls, requirements, and reporting outputs for human capital research and programmatic evaluation.
  • Produce documentation, insights, dashboards, and compliance evidence to support National Science Foundation decision-making.
  • Prepare research summaries, issue papers, comparison tables, annotated findings, and draft talking points for leadership review.
Desired Qualifications
  • Experience producing research summaries, issue papers, and analytic memoranda is preferred.
