Requirements
  • At least 2 years of in-depth experience with FEMA 406 and 404 mitigation policies, including strategic implementation and adherence to best practices.
  • Ability and willingness to travel by air and vehicle as required for project work with minimal notice.
  • Ability and willingness to deploy for evening, weekend, and multiple-week assignments away from home.
  • Valid United States driver's license and successful completion of a Motor Vehicle Records check.
  • Strong proficiency with the Microsoft Office Suite and computer use.
  • High attention to detail and accuracy in documentation and reporting, including the ability to follow directions.
  • Strong organizational skills and the ability to plan, prioritize, and manage multiple tasks independently and collaboratively.
  • Strong written and oral communication, interpersonal, and presentation skills.
  • Critical-thinking skills to resolve project constraints and make decisions, with initiative.
  • Ability to work under continually changing deadlines and priorities.
  • Awareness and appreciation of varied cultures, socioeconomic backgrounds, and community dynamics.
Responsibilities
  • Work with client counterparts to identify and develop mitigation opportunities.
  • Assist subrecipients with writing 404/HMGP grant applications and 406 Hazard Mitigation proposals, and provide direction on required documentation.
  • Ensure scopes of work are concise and clearly defined.
  • Develop quarterly reports and requested documentation, templates, and checklists.
  • Ensure budgets are thorough and accurate and comply with FEMA guidelines for eligible activities.
  • Coordinate internal environmental reviews and required environmental documentation with the Environmental Team.
  • Coordinate with Benefit Cost Analysis staff and provide required documentation.
  • Review hazard mitigation project applications for accuracy and completeness before FEMA submission and follow up with subrecipients on outstanding needs.
  • Manage and monitor grant applications to ensure project implementation remains on track with the application timeline.
  • Review damage descriptions and dimensions to identify mitigation opportunities and review hazard mitigation proposals for cost effectiveness.
  • Keep supervisors and leadership informed about issues, problems, and resolutions.
  • Work in the FEMA Grants Portal and ICF's DisasTRAX program.
  • Conduct site visits of damaged facilities and structures when requested.
  • Present training to staff, stakeholders, and others as directed.
  • Perform other professional duties as assigned.
Desired Qualifications
  • Bachelor's degree.
  • Bilingual English and Spanish, with fluency in reading, writing, and speaking.
  • At least 2 years of experience with energy and electrical distribution infrastructure, including power grids.
  • Benefit Cost Analysis expertise.
  • Cost-estimating experience using RS Means and/or Xactimate.
  • At least 3 years of experience in electrical distribution infrastructure or power grids in Puerto Rico.
  • Non-residential construction background.
  • Certified Floodplain Manager credential.
  • Knowledge of the FEMA grant-management process, including the grant life cycle.
  • Knowledge of federal and state disaster-management programs.
  • Knowledge of FEMA policies and 44 CFR.
  • FEMA certifications or relevant FEMA coursework.
