Requirements
  • A bachelor's degree in human services.
  • Ten years of experience in the field of developmental disabilities.
  • At least five years of management experience in residential operations.
  • Knowledge of residential services program management, systems development, program development, strategic planning, and budget management.
  • Expertise in managing supervised and supportive residential programs and ensuring compliance with agency standards.
  • Deep understanding of Office for People With Developmental Disabilities regulations and the ability to implement, monitor, and enforce compliance across residential programs and housing subsidy services.
  • Ability to develop long-term departmental strategies, align resources, and drive initiatives supporting organizational goals and service expansion.
  • Proficiency in developing, managing, and monitoring departmental budgets.
  • Capability to hire, supervise, coach, and support residential staff.
  • Ability to use data, trends, and operational insights to identify gaps, resolve issues, and implement improvements.
  • Ability to communicate effectively with individuals served, families, staff, leadership, and external partners.
  • Ability to collaborate with human resources, finance, clinical teams, and other departments.
  • Ability to lead teams through organizational, regulatory, and programmatic changes.
  • Ability to respond effectively to emergencies, staffing shortages, and operational challenges while maintaining safety and service continuity.
  • Proficiency with residential management systems, documentation platforms, and Microsoft Office Suite.
  • Ability to maintain confidentiality, exercise sound judgment, and uphold ethical standards.
  • Ability to prioritize person-centered, responsive services for individuals and families.
Responsibilities
  • Oversee the operations of all supervised and supportive residences in accordance with agency policies and procedures and ensure compliance with Office for People With Developmental Disabilities regulations.
  • Oversee the housing subsidy program, formerly known as ISS.
  • Plan and develop new residential models and service initiatives to meet the needs of individuals.
  • Establish department policies and procedures to ensure compliance with regulations governing residential programs.
  • Plan and manage the department budget to ensure fiscal integrity.
  • Administer the department's intake and discharge planning process in accordance with agency policies and governmental regulations.
  • Oversee hiring, supervision, and support of residential staff to ensure programs are adequately staffed with qualified and trained personnel.
  • Identify staff training and development needs in coordination with departmental heads.
  • Develop training programs that provide staff with the support and resources needed to perform their responsibilities.
  • Drive continuous improvements in program quality, operational efficiency, and staff development through innovation and best-practice implementation.
