Requirements
  • Knowledge of public-school procurement processes and familiarity with College Board programs and services utilized by states and districts.
  • Three to five years of experience in proposal management or competitive bid development.
  • Experience managing multiple complex projects simultaneously across diverse teams to meet immovable deadlines.
  • Proficiency in writing and editing technical proposals, policy, or legislative content, including synthesizing information from multiple content domains and contributors into a cohesive voice.
  • Experience with data-informed decision-making and continuous process improvement.
  • Experience leading or contributing to process and workflow redesign initiatives, including evaluating tools and automation.
  • Hands-on experience with artificial intelligence tools for content generation, research, or workflow automation, including embedding artificial intelligence tools into team workflows.
  • Proficiency in proposal management platforms, Microsoft Office Suite including Word, PowerPoint, Excel, and SharePoint, and Slack.
  • Ability to travel three to four times a year to College Board offices or on behalf of College Board business.
  • Ability to periodically lift boxes weighing five to ten pounds.
  • Authorization to work in the United States for any employer.
Responsibilities
  • Manage all facets of bid development for district-level, higher education, and small state proposals, including developing timelines, coordinating stakeholders, executing communication plans, facilitating reviews, and integrating feedback into final submissions.
  • Support the Director of Proposal Management with bid development functions for large state-level requests for proposals.
  • Review and improve artificial-intelligence-generated or Loopio-sourced draft content, with manual drafting as needed.
  • Collaborate with programs, sales, legal, finance, and contract management stakeholders to draft, finalize, approve, and deliver compliant proposals on time.
  • Identify and complete required government forms and corporate information for state, district, and higher education requests for proposals.
  • Coordinate timely follow-up on state and district opportunities and maintain an escalation process for issues.
  • Lead proposal process and workflow redesign with the Contracts Team, Sales Operations, K-12 sales, Legal, Finance, and program staff.
  • Develop and maintain a training plan and materials for periodic request-for-proposal process training, including effective use of Loopio and its native artificial intelligence tools.
  • Represent State and District Partnerships in working groups and division activities as requested.
  • Develop and communicate proposal timelines and milestones and manage routine communication channels throughout the proposal lifecycle.
  • Track proposal success metrics, gather stakeholder feedback, and translate findings into actionable process-improvement recommendations.
  • Develop and deliver training that equips staff to identify funding opportunities and contribute to proposal responses.
  • Evaluate and adopt emerging tools and technologies through piloting use cases, documenting outcomes, and sharing recommendations with proposal leadership.
  • Participate in divisional and organizational projects or planning groups as needed.
