EU cloud news, week of 2026-09-24.

EU cloud news, week of 2026-09-24. STACKIT plans new data-platform partnerships, Cycloid connects developers to European cloud services, and EU cloud legislation remains under discussion. This week's roundup also examines AWS security approvals in Spain and OVHcloud's Debian 11 installation changes. European cloud choices gained detail over the past week: STACKIT outlined new software partnerships, Cycloid described how Commission developers will access approved providers, and AWS announced security approvals in Spain. Across five developments from 17-24 September, Cirran examine what buyers can act on, what remains a proposal and what IT teams should check before their next deployment. STACKIT outlines phased partnerships with Celonis and Snowflake Schwarz Digits announced on 17 September that Celonis will run in a dedicated customer environment on STACKIT, while Snowflake integration will develop in stages. The initial Snowflake plan puts customer data in STACKIT using Apache Iceberg, an open data format, and connects encryption to STACKIT's key management; running Snowflake's platform directly on STACKIT remains a later ambition. For companies whose cloud decision depends on keeping familiar data tools, its reading is that this creates another option to investigate, with availability and operational responsibilities still needing confirmation. Cirran would ask for a demonstration of the specific functions you need, where processing happens and how your team could retrieve usable data if either partner became unavailable. Cycloid will provide access to the Commission's sovereign cloud framework In a release dated 17 September, Cycloid says its developer portal will give up to 5,000 European Commission developers a common interface for cloud services from the framework's four selected providers. The company says its portal already operates across the Commission's IT estate and will extend to the new framework, whose provider selection dates from April. Its practical takeaway is that choosing several European clouds also requires deciding how staff request resources, receive access and follow the same internal rules across them. For a smaller IT team, Cirran would start with one repeatable application deployment and test whether permissions, backups and operating instructions remain understandable when the destination changes. Cloud and AI Development Act proposal appears in Council meeting papers The Council's telecommunications working party meeting page for 22 September lists the proposed Cloud and AI Development Act alongside its impact assessment and annex. Those papers concern a proposed framework for strengthening Europe's cloud and AI ecosystem; the meeting page does not report an adopted law or an agreed outcome. For boards reviewing a long cloud contract, its reading is that this is a policy discussion to track while separating possible future requirements from the obligations already attached to their business. Cirran would record which assumptions in a buying decision depend on legislative change, assign someone to monitor the proposal and keep today's decision grounded in available services and documented requirements. AWS announces Spanish approvals for restricted information AWS announced on 22 September that it had obtained Spanish approvals covering its infrastructure for Difusión Limitada and NATO RESTRICTED, two classifications for information requiring controlled handling. Its release says accredited public-sector and defence organisations can deploy such systems in the Spain region, while each customer must still complete accreditation of its own system. For a board evaluating a supplier's credentials, the useful lesson is to ask exactly which infrastructure, services and responsibilities an approval covers. Cirran would assess those security credentials alongside the organisation's separate requirements for ownership, access and continuity, and request evidence for the actual system being proposed. OVHcloud announces Debian 11 installation restrictions A notice posted on 20 September says customers already using Debian 11 can continue running it, but will lose the ability to reinstall it as OVHcloud removes operating systems that have reached the end of support from its installation options. The notice states that new-installation restrictions start on 21 September, while its maintenance window runs from 28-29 September, leaving a timing discrepancy that affected customers should confirm. OVHcloud recommends moving to Debian 12, Debian 13 or a later supported version and links to its Debian 11 retirement entry. Its operational takeaway is to check deployment templates and recovery instructions now: rehearse rebuilding the application on a supported version before relying on a future reinstall to restore service. For the next cloud review, ask each supplier to connect its announcement to a service you can inspect, a responsibility you can assign or a recovery procedure you can test.

Celonis more than doubles India workforce to over 300.

Celonis more than doubles India workforce to over 300. Most of the employees are based in Bengaluru, with hiring expanding particularly across engineering and customer-facing roles By HRK News Bureau August 12, 2026 2 Mins Read 390 Views Enterprise-process intelligence company, Celonis has more than doubled its India workforce to over 300 employees from around 140 last year, as the company strengthens the country's role in its global operations. Most of the employees are based in Bengaluru, with hiring expanding particularly across engineering and customer-facing roles. The company is also building capabilities across pre-sales and post-sales functions that work closely with customers. Celonis plans to continue expanding its India team, with the workforce expected to become an increasingly important part of its global engineering operations. The company sees India as a strategic location not only for engineering but also for several other functions. The hiring strategy is also changing as AI becomes more deeply embedded across the business. Rather than limiting AI hiring to specialised technology roles, Celonis is increasingly looking for applied AI capabilities across product, engineering, value engineering and other functions. This means employees are increasingly expected to understand how AI can be applied to their respective roles and use AI tools to improve the speed and effectiveness of their work. India's role is also expected to extend beyond supporting the local market. Celonis currently has operations in the country spanning product and engineering, value engineering, support and services. The company sees the India team potentially becoming a central hub for several global activities over the coming years. The expansion comes as Indian enterprises increase their focus on AI-led transformation. Celonis sees growing demand for process intelligence as companies look to understand how their systems, data and business processes operate before deploying AI agents across the organisation. For Celonis, the rapid expansion of its India workforce therefore reflects more than a headcount increase. The company is positioning the country as a larger part of its global talent strategy, with engineering and applied AI capabilities at the centre of that expansion.

Global shipping carrier Pacific International Lines partners with Celonis and WNS to expand Process Intelligence Centre of Excellence.

Global shipping carrier Pacific International Lines partners with Celonis and WNS to expand Process Intelligence Centre of Excellence. Grant Titmus, Journalist | Published 7 Aug 2026 Singapore's Pacific International Lines (PIL), one of the world's largest shipping container companies, has chosen Celonis, the global leader in Process Intelligence, to accelerate the company's digital transformation. Founded in Singapore in 1967, PIL ranks among the top 12 container carriers worldwide and is the largest home-grown carrier in Southeast Asia. It operates a fleet of more than 100 container vessels servicing 90 countries, requiring high visibility across diverse global routes. Pascal Coubard, VP of APAC at Celonis PIL is using the Celonis Platform to create a dynamic, real-time digital twin of its operations, giving teams across the organisation the ability to understand exactly how the processes are applied and where to improve. Additionally, Celonis has joined forces with WNS, part of Capgemini, to expand its global Process Intelligence Centre of Excellence (CoE). WNS is a global leader in intelligent operations and transformation for the shipping and logistics industry and brings its shipping domain expertise to the CoE, helping embed Celonis' unique capabilities across PIL's systems. Lionel Chatelet, Chief Commercial Officer at PIL Together, PIL expects to unlock: * End-to-end visibility across global shipping workflows, from customer-facing operations to back-office processes * Faster identification and resolution of operational inefficiencies through process standardisation across trade operations * A foundation for AI-driven automation, enabling smarter, more resilient operations at scale "In shipping, you're often dealing with dozens of different systems across the globe, which makes it hard to see where things are actually slowing down," said Lionel Chatelet, Chief Commercial Officer at PIL. "We're using Celonis because it gives us a single, clear view of how our processes are running in real life. It's not just about efficiency; it's about getting to learn how to make our operations leaner and faster, integrate automation and AI by design into this continuous improvement action so we can empower our resources to better serve our customers and keep the global supply chain moving." Pascal Coubard, VP of APAC at Celonis, said PIL is demonstrating how having the right operational context improves the way the shipping industry works. "By giving their Enterprise AI a holistic, living model of business operations, PIL is creating the optimal conditions for it to drive real outcomes and rapid ROI. We are proud to support them as they transform their operations worldwide and set a new standard for performance across the industry." "Shipping companies like PIL need more than technology, they need the domain expertise to turn process insights into operational change," said Jaison Augustine, Business Unit Head, Shipping & Logistics, WNS. "The CoE we're building together will embed that capability permanently into PIL's organisation, giving them the foundation to continuously optimise and scale." PIL joins a growing roster of organisations in the APAC region using Celonis to optimise their operations, including Singtel, Optus, Queensland Health and New Zealand kiwi fruit giant Zespri.

Celonis and Valence launch AI deductions Manager for CPG finance teams.

Celonis and Valence launch AI deductions Manager for CPG finance teams. * home * Celonis and Valence launch AI deductions Manager for CPG finance teams. Celonis and Valence Intelligence have jointly launched the Celonis Deductions and Disputes Manager, an AI-driven application designed to help enterprise finance teams handle the deduction management process with greater speed and less manual intervention. The product is available now through the Celonis Platform Apps Programme. Deduction management sits at a costly intersection of trade finance and operational complexity. In the consumer packaged goods (CPG) sector, deductions claimed by retailers and logistics carriers can represent between 5% and 15% of gross sales, according to figures cited in the announcement. Reconciling those claims typically requires finance staff to manually chase documentation across retailer portals, carrier websites and internal ERP systems, with disputes frequently taking weeks or months to close. What the product does. The application uses AI agents to automate the aggregation and interpretation of deduction data across fragmented sources, including unstructured documents such as remittance advices and proofs of delivery. It produces a unified, real-time view of a company's deductions position and generates guided recommendations for claims processing, including one-click options for submitting disputes and communicating resolutions to counterparties. Liam Mawe, global VP for AI and Industries at Celonis, said the tool gives AI the operational context it needs to handle workflows that have historically resisted automation. "The Deductions and Disputes Manager handles the messy operational complexity these teams face daily and gives AI the context it needs to successfully automate these workflows," he said. Kevin Cunningham, chief executive of Valence Intelligence, described Valence's contribution as an agentic data layer capable of turning unstructured PDF documents into clean, structured data fed into the Celonis platform. The launch is part of the broader Celonis Platform Apps Programme, which provides pre-built, domain-specific solutions developed by certified partners on top of the Celonis process intelligence infrastructure. Market context. Deductions and disputes automation is an under-served but commercially material niche within the broader enterprise finance operations market. Most accounts-receivable automation tools focus on invoice matching and payment reconciliation; the specific challenge of retailer deductions, with their retailer-specific coding rules and carrier-dependent documentation requirements, has remained largely manual at many large CPG manufacturers. The competitive landscape includes specialist deductions management vendors, some of which have operated in the segment for a decade or more, as well as broader order-to-cash automation platforms expanding their feature sets. The Celonis and Valence product competes by combining Celonis's process-mining and digital-twin infrastructure, which gives it visibility across the full enterprise process graph, with Valence's purpose-built data ingestion layer for retailer and carrier portals. For enterprise buyers, the relevant evaluation criteria are the breadth of retailer and carrier integrations, the accuracy of AI-driven reason coding and validation, and the degree to which the tool can be configured to retailer-specific dispute rules without custom development. The announcement does not provide benchmark data on recovery rates or accuracy metrics, which are the figures that procurement and finance transformation teams will want before committing to deployment. The broader trend running underneath this launch is the move from robotic process automation, which scripted repetitive tasks, to agentic AI, which interprets unstructured content and takes multi-step actions. That shift is reshaping the enterprise finance software market and attracting investment from both established platform vendors and specialist startups. Celonis, which is positioned as a process intelligence layer rather than a point solution, is using the partner programme to extend into adjacent verticals without building every domain application in-house, a model that also reduces its own development risk.
