Responsibilities
  • Provide end-to-end leadership and serve as the single point of accountability for the OBOT pharmacy, medication administration, and dispensing and delivery models, bridging internal teams and external partners to ensure adoption, performance, and long-term sustainability.
  • Lead and develop the established OBOT Buy & Bill and Alternative Medications teams, and build out the team and capabilities for emerging OBOT oral medication dispensing and delivery functions.
  • Define and execute the strategic roadmap for each program across stages of maturity, balancing near-term execution with long-term growth.
  • Hold shared accountability for the portfolio's P&L and financial performance in partnership with the Chief Operations Officer and Finance Department, including budget development and performance management.
  • Establish, track, and report portfolio success metrics, including financial, operational, and clinical metrics, to senior leadership and executive stakeholders.
  • Manage drug manufacturer, distributor, and pharmacy partner relationships and agreements.
  • Manage, track, and report OBOT medication inventory.
  • Oversee all required OBOT medication reporting, including state central registries and prescription drug monitoring programs.
  • Manage all consulting pharmacists engaged for OBOT pharmacy models, including the Tennessee OBOT Plus Consultant Pharmacist.
  • Lead the Buy & Bill team responsible for end-to-end buy-and-bill operations within OBOTs, including procurement, inventory management, revenue cycle management coordination, and reimbursement performance.
  • Lead the Alternative Medications team responsible for the specialty-pharmacy-coordinated long-acting injectable program in OBOTs, including pharmacy coordination, delivery scheduling, and patient case management.
  • Build out and lead the team responsible for the OBOT oral medication access program across dispensing and delivery models, including onsite center dispensing and direct-to-patient delivery.
  • Develop, implement, and maintain scalable workflows, standard operating procedures, trainings, readiness assessments, and governance structures across all programs.
  • Lead cross-functional working groups involving Medication Operations, Revenue Cycle Management, Finance, Clinical, Clinical Applications, Compliance, and Information Technology to support program processes and performance.
  • Coordinate with the Patient Access Center and Operations on patient education and adoption.
  • Partner with the Chief Compliance Officer and the Vice President of Drug Enforcement Administration and Pharmacy Compliance to ensure enterprise-wide alignment with federal, state, and local laws and regulations governing the purchasing, storing, prescribing, dispensing, delivery, and distribution of controlled-substance medications.
  • Drive continuous improvement through data quality evaluation, outcome measurement, issue resolution, and best-practice adoption.
  • Perform other duties as assigned by the Chief Operations Officer.
Desired Qualifications
  • An advanced degree, such as a Master of Business Administration, Master of Health Administration, or Doctor of Pharmacy.
  • Experience in pharmacy operations, specialty pharmacy, buy-and-bill, and/or controlled-substance program management.
  • Experience in substance use disorder, behavioral health, or a related clinical setting.

Attorney General Jeff Jackson announces $584,000 Medicaid fraud settlement with Greensboro treatment center. May 5, 2026 Attorney General Jeff Jackson announced on May 5 that his office has secured a $584,000 settlement to resolve allegations of Medicaid fraud involving Crossroads, a treatment center for substance use disorders in Greensboro. The case highlights ongoing efforts to protect taxpayer dollars and maintain the integrity of the Medicaid program. The investigation was prompted when Trillium Health Resources, a managed care organization, identified irregular billing patterns and referred the matter to state authorities. "This is the best-case scenario for addressing fraud and waste in the Medicaid program," said Attorney General Jeff Jackson. "A managed care organization flagged something that was out of pattern, we worked with our federal partners and the U.S. Attorney's Office for the Middle District to investigate, and the facility cooperated with us to resolve the issues and repay the Medicaid program. We're going to protect every single dollar taxpayer dollar to ensure it goes to taxpayer healthcare." First Assistant United States Attorney Mike DeFranco said: "False claims undermine the integrity of the Medicaid program and waste valuable taxpayer dollars. The allegations centered on Crossroads submitting claims between 2019 and 2023 for urinary drug testing without allowing physicians an option for lower-level tests, resulting in more complex - and more expensive - testing than necessary. Crossroads voluntarily closed its clinical laboratory in 2024. The North Carolina State Executive Attorney General acts as a state government entity authorized to handle legal matters on behalf of North Carolina; it provides services including legal representation, criminal prosecution support, consumer protection across all counties in North Carolina; it aims to prevent crime while assisting law enforcement agencies according to its official website. Jeff Jackson currently heads this office as attorney general. The federal and state False Claims Acts allow governments involved in these cases to recover triple damages plus civil penalties per false claim submitted. Authorities emphasized that these are civil allegations only; there has been no judicial determination or admission of liability by Crossroads. This case was investigated jointly by several agencies including NCDOJ's Medicaid Investigations Division (MID), which recovers funds lost due to provider fraud or patient abuse within facilities funded by Medicaid programs. Since its inception MID has recovered over $1.2 billion for North Carolina through restitution or penalties - with more than $41 million since 2012 allocated directly toward public schools.

Church hosts mobile addiction treatment unit in rural Western North Carolina
