Requirements
  • A bachelor's degree.
  • At least 8 years of experience with demonstrated success managing complex multidisciplinary teams, achieving high production levels, meeting tight deadlines, and delivering compliant, quality work products.
  • At least 5 years of Federal Emergency Management Agency Hazard Mitigation Assistance project experience, including program startup through implementation and closeout.
  • Willingness to work in and travel across California as necessary.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Proven ability to lead a team and accomplish successful business results.
  • Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics.
  • Ability to build organizational capability, motivate teaming partners and staff, ensure high engagement, and work in a dynamic, fast-paced environment.
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, and project management software.
Responsibilities
  • Lead the development, coordination, and operation of large, complex federally funded programs focused on residential mitigation and community resilience from startup through closeout.
  • Serve as an expert in Federal Emergency Management Agency Hazard Mitigation Assistance grant programs and advise local government and private nonprofit clients on large-scale mitigation projects.
  • Manage project tasks, activities, milestones, and resources, including project requirements, plans, timelines, issues, risks, and challenges.
  • Direct risk and vulnerability assessments and develop risk-reduction strategies such as building code updates, structure retrofits, and community-wide preparedness plans.
  • Coordinate clients’ resilience priorities, secure grant funding, and implement federally and state-funded programs in compliance with applicable policies, requirements, procedures, and guidelines.
  • Oversee ongoing public education and outreach programs, explaining complex technical concepts to homeowners and community members.
  • Lead stakeholder engagement and coordination with local, state, and federal agencies, community-based organizations, industry, and nonprofits to achieve mitigation goals.
  • Manage a team of engineers, grant managers, contractors, and emergency managers implementing mitigation projects.
  • Monitor program performance and establish quality-control tools to manage and measure program results.
  • Serve as the key project interface with company leadership, provide milestone and challenge updates, and use data-driven reporting and analysis to inform decisions.
Desired Qualifications
  • A master's or higher-level degree in a related field.
  • Experience securing federal grants of $50 million or greater.
  • Familiarity with disaster planning, recovery, and mitigation and with grants management systems.
  • Project Management Professional certification.
