Circle co-founder Sean Neville exits board as Catena Labs secures OCC approval for national trust bank

Circle co-founder Sean Neville has stepped down from the company's board, effective 25 September, according to a regulatory filing. The departure follows Catena Labs receiving preliminary conditional approval from the US Office of the Comptroller of the Currency on 18 September to establish a national trust bank focused on AI agents. Circle CEO Jeremy Allaire linked Neville's exit to Catena's progress, stating the venture "deserves his full focus". The filing noted the resignation was for personal reasons and not related to any disagreement with Circle's operations. Neville joined Circle's board in 2016 after co-founding the company with Allaire. The move reduces Circle's board from eight directors to seven. Circle CFO Jeremy Fox Green also recently departed the company.

Volante Technologies and Circle to advance stablecoin payment and settlement capabilities for financial institutions.

Volante Technologies and Circle to advance stablecoin payment and settlement capabilities for financial institutions. NEW YORK, September 28, 2026 - Volante Technologies, the global leader in Payments as a Service (PaaS), today announced a strategic collaboration with Circle Internet Group, Inc. (NYSE: CRCL) ("Circle"), a leading internet financial platform company and the issuer of USDC[1] through its regulated entities, to help financial institutions integrate stablecoin payment and settlement capabilities into their existing payment operations. Through the collaboration, Volante is bringing USDC workflows into its AI-powered Payments Platform, enabling financial institutions to evaluate how stablecoin activity can operate alongside existing payment rails, operational controls, and on- and off-ramp requirements - without requiring a separate digital asset stack. Volante clients, which include four of the top five global corporate banks and seven of the top 10 U.S. banks, will be able to evaluate key workflows, including minting, redemption, beneficiary wallet registration, funding, notifications, and wallet-to-wallet payment execution, within the same payments infrastructure they use today. The collaboration reflects a broader industry shift toward multi-rail payments architectures that combine traditional payment systems with emerging forms of digital value transfer. By enabling banks to assess how USDC can fit within existing operating models, Circle and Volante are helping banks explore new approaches to payments, settlement, and liquidity movement while maintaining the governance, controls, and interoperability required for institutional use. Nikhil Chandhok, Chief Product and Technology Officer, Circle, said: "As stablecoins become an increasingly important component of modern payments infrastructure, financial institutions need practical ways to understand how digital dollars can fit within existing operations. Our collaboration with Volante does exactly that by bringing USDC capabilities into the systems, controls, and processes banks already use, and helping them move from exploration toward operational implementation." Deepak Gupta, Chief Product, Engineering, and Delivery Officer, Volante Technologies, said: "For banks, stablecoin adoption is not about building a separate digital asset stack; it is about integrating a new rail into the payment infrastructure they already depend on. Volante clients can soon test USDC workflows within our AI-powered Payments Platform, including how stablecoin activity can be orchestrated alongside existing rails, operational controls, and on- and off-ramp requirements. We look forward to future collaborations with Circle, potential joint go-to-market opportunities, and USDC via Volante." [1 USDC is issued by regulated affiliates of Circle. Socure brings AI identity checks to Circle's Arc Onramp.

Socure brings AI identity checks to Circle's Arc Onramp. Last Updated: September 26, 2026 11:30 pm 2 mins read Tl;dr. * Socure has integrated its RiskOS identity and fraud platform into the Arc Onramp experience. * The system is designed to verify users and make fraud decisions as they move from fiat currency into USDC through applications built on Arc. * The integration adds a compliance layer to Circle's institution-focused blockchain without moving identity data directly into a public transaction flow. Circle's Arc ecosystem is adding identity infrastructure from Socure as financial applications begin building fiat-to-stablecoin onboarding directly into the network. Socure says its RiskOS platform is being used for identity verification and fraud prevention inside the Arc Onramp experience. That gives developers another piece of the infrastructure required to move users from conventional financial accounts into USDC without treating compliance as a separate manual process. BitStarz Player Lands $2,459,124 Record Win! Could you be next big winner? Play Now! The onramp needs to know who is coming in. Arc is designed around financial applications rather than anonymous crypto experimentation. That creates a straightforward problem. A payment company or regulated institution may want blockchain settlement, but it still needs to know who its customers are and whether a transaction presents fraud or compliance risk. Socure's software sits in that onboarding layer. RiskOS combines identity verification with risk decisioning, allowing an application to evaluate a user before fiat is converted into USDC and moved through the Arc ecosystem. Socure says its broader platform is used across financial services, government, gaming and other industries. Integrating those tools into a blockchain onramp is an example of traditional fintech infrastructure meeting crypto rails rather than one replacing the other. Public blockchains still need private identity systems. The integration highlights an awkward reality around institutional blockchain adoption. Open networks are useful because assets can move between applications without every participant sharing the same internal database. Identity data cannot work the same way. Banks and regulated financial companies generally cannot put sensitive personal information into a public ledger and call the problem solved. Instead, identity verification needs to happen offchain while the resulting permissions and transactions can move through the blockchain layer. That is the role Socure is trying to fill. Arc itself is not new this week, but the RiskOS integration is. It joins a growing collection of infrastructure aimed at making stablecoin applications feel less like crypto products and more like ordinary financial services. For end users, the ideal outcome is probably that most of this remains invisible. They verify their identity, fund an application and receive USDC. Behind that simple interaction sits exactly the kind of compliance and fraud machinery blockchain applications increasingly need if they want mainstream financial users. Circle CFO Jeremy Fox-Geen plans to step down.

Circle CFO Jeremy Fox-Geen plans to step down. Circle Internet Group, a New York-based stablecoin issuer behind USDC, said on September 25 that CFO Jeremy Fox-Geen plans to step down after more than five years in the role. The company is working with an executive search firm to find a successor. Fox-Geen, who joined Circle in May 2021, will remain CFO through the end of 2026 unless a successor is appointed sooner. Circle said he helped the company grow, including by helping it complete a US$1.2 billion initial public offering last year. In a regulatory filing, Circle also said co-founder Sean Neville stepped down as a director with immediate effect for personal reasons. The company said Neville's departure was part of an orderly board transition. According to CoinMarketCap, USDC had a market capitalization of about US$75 billion. The leadership change comes as proposed US stablecoin legislation could limit yield on reserve assets. Outside analysis has said 95% of Circle's revenue depends on interest rates, while another report cited US$76.5 billion in USDC reserves. Recent Circle developments.
