Requirements
  • A minimum of a Bachelor's degree in Business Administration, Procurement and Contract Management, Logistics, or a related field.
  • Prior experience as a Warranted Procurement Contracting Officer, or at least ten years as a Contract Specialist for a Department of Defense buying activity or a civilian agency that executed assisted acquisitions for Department of Defense activities.
  • Direct experience advising on or conducting at least five Department of Defense source selections, or experience at civilian agencies that executed assisted acquisitions for Department of Defense activities.
  • Experience formulating competitive Requests for Proposals for Federal Acquisition Regulation Part 15 formal source selections and Federal Acquisition Regulation Part 16.505 ordering procedures.
  • Experience conducting sole-source cost/price analysis, developing Price Negotiation Memorandums, and negotiating cost-type proposals.
  • An active Secret clearance is required.
Responsibilities
  • Analyze contract requirement packages, draft solicitations, evaluate proposals, and coordinate cost-reimbursement and fixed-price acquisitions to ensure regulatory and statutory compliance.
  • Provide acquisition planning in accordance with Federal Acquisition Regulation Part 7, support development of requirement documents, and assist in developing contract strategy with the technical program office.
  • Support the government negotiation team and advise the Procurement Contracting Officer during negotiations to help obtain fair and reasonable prices.
  • Provide advisory services on future procurement requirements, assist with required procurement documentation, and support responses to procurement-strategy questions.
  • Advise program offices, acquisition managers, and contract specialists on contract planning, negotiation, award, and execution in areas not requiring Procurement Contracting Officer authorization.
  • Participate in contract execution for specialized research and development requirements for programs and activities.
  • Process data, evaluate documents, and provide input for pre-negotiation positions.
  • Develop documentation for Procurement Contracting Officer approval, including Determinations and Findings, Justification and Approval documents, and Memorandums for Record.
  • Coordinate with the Procurement Contracting Officer to prioritize, organize, and monitor requirements and establish timely implementation schedules.
  • Analyze and validate government-furnished-property attachments for accuracy and compliance with contract government-property regulations and policies.
  • Manage and support the integration of contract requirements.
  • Support cost/price analysis and price-objective development.
  • Coordinate technical evaluations.
  • Advise contracting officers and property officials on contract property management regulations, policy, and financial audit requirements.
  • Analyze proposed updates to organizational policies involving contract government property against federal and Department of Defense regulations to ensure compliance.
  • Research and analyze contract government-property data to identify discrepancies and trends.
  • Process closed-property disposal packages and coordinate resolution of identified discrepancies with internal and external organizations.
  • Create and maintain accurate, detailed property reports.
  • Advise on the development of contract property management policies.
  • Provide weekly reports for senior executives and leaders, record and distribute meeting minutes, collect read-ahead charts, and provide executive-level advice.
  • Support senior leaders through internal and external communication forums, coordinate briefings, and contribute to organization-wide initiatives.
  • Contribute to organizational policy development and assist with strategic planning and business operations.
  • Support engagements with industry and other government agencies by coordinating and developing briefings.
  • Analyze and provide input for briefings, memorandums, and presentations.
  • Develop and update functional training packages, how-to guides, checklists, and templates for internal customers.
  • Assist in developing templates, disseminating best practices, and researching contract management and closeout topics.
  • Assist with preparation for audits conducted by internal and external agencies.
  • Assist with implementing and developing contract-management oversight systems and processes.
  • Assist in determining and closing physically completed inactive contracts and de-obligating associated unliquidated obligation balances.
  • Manage taskers through the ETMS2 system and ensure they are closed before deadlines.
  • Maintain and update the Contract Management portal page as portal manager.
  • Monitor the portal and remove outdated information monthly.
  • Distribute and manage responses to assigned intra-agency taskers.
  • Pull reports from the Procurement Integrated Enterprise Environment suite for compliance and situational awareness.
  • Maintain contract and acquisition information in government electronic databases.
  • Develop work products using Microsoft Teams, Access, PowerPoint, Excel, and Visio.
  • Provide administrative support for the Freedom of Information Act program and update its tracker.
Desired Qualifications
  • DAWIA Level III certification, or equivalent, in Contracting.
