Requirements
  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers projects, or 10 years of verified foreman experience in concrete, mechanical, electrical, masonry, or carpentry trades on commercial, industrial, or military projects; residential experience does not qualify.
  • Must complete the USACE Construction CQM Certification.
  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate uneven construction-site ground, and climb for extended periods and while traveling to and from job sites.
  • Must be able to regularly lift, carry, push, and pull materials and equipment weighing up to 50 pounds.
  • Must be able to work indoors and outdoors, including exposure to the elements, and work in confined spaces and varying environmental conditions such as heat, cold, humidity, rain, wind, dust, and noise.
  • Must be able to wear and use required personal protective equipment, including hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall-protection equipment, and high-visibility reflective safety vests.
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites.
  • Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs.
  • Must adhere to safety protocols around high-voltage equipment, exposed wires, and other electrical hazards.
Responsibilities
  • Provide overall coordination of the construction quality management program for assigned projects.
  • In conjunction with the Construction Manager, review contractor quality control plans and provide recommendations toward approval.
  • Attend selected quality control, preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
  • Provide relevant remarks on Government Quality Assurance reports or in the identified section of contractor quality control reports, particularly regarding critical, definable features of work.
  • Take, file, and distribute progress photos.
  • Validate the quantity, condition, and approval of materials on site before the Government issues invoice payments.
  • Coordinate support for reviewing and witnessing successful testing and commissioning or certification of critical systems, including mechanical systems such as HVAC, TABS, DALTS, and DDC; electrical systems such as pad-mounted transformers, high-voltage systems, switchgear, automatic transfer switches, and frequency converters; fire and life-safety and fire-protection systems; roofing systems; and underwater structures.
  • Assure quality workmanship in accordance with specifications and industry standards for concrete, masonry, stucco, building envelopes, structural steel, bolting, welding, and other building materials and structural systems, as required.
  • Attend or witness selected tests and review applicable test reports and results.
  • Keep the Government sponsor informed of project status under the position’s administrative and technical control; plan and carry out assignments independently.
