Requirements
  • A Bachelor's or Master's degree in Management, Business Administration, Computer Science, Mathematics, Engineering, or a related discipline, with five years of experience managing enterprise projects similar in scope; alternatively, a Bachelor's degree in a related discipline with eight years of experience managing similar projects or programs.
  • Certification as a Certified Information Technology Professional, Certified Information Systems Auditor, or Certified Internal Auditor.
  • Good understanding of Business Analysis and Management Support frameworks, including Six Sigma, PMMP, Information Technology General Controls, COSO, COBIT, ITIL, NIST, FISMA, A123, ISO 27000, SOX 404, and CFOA.
  • Proficiency with current Microsoft Office Suite software, including Word, Excel, and PowerPoint.
  • Strong oral and written communication skills.
  • Experience dealing with senior-level internal or client personnel.
  • Ability to provide guidance and direction for multiple enterprise programs implementing business process development, business re-engineering, and strategic business projects.
  • Ability to manage highly complex programs and direct completion of multiple projects within estimated timeframes and resource constraints.
  • Skills in business analysis and management support, software development life cycle, process and procedure, documentation, interpersonal interaction, and program or project management.
  • Ability to identify best practices and perform re-engineering, change management, business management, continuous process improvement, root cause analysis, IT planning, development or recommendation of IT performance-based metrics, and organizational development activities.
  • Ability to assess and apply organizational and management improvement techniques in a government environment.
  • Ability to ensure work products are complete, accurate, and conform to federal government agency standards.
  • Ability to serve as a key personnel engagement team member.
  • Understanding and proficiency with business tools and technology, including Microsoft Office; advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word, and proficiency with Adobe Acrobat, data analytics tools, and Visio.
Responsibilities
  • Provide leadership and specialized technical analysis and guidance for planning, developing, and executing the Technology Development and Business Analysis and Management Support lifecycle.
  • Plan, manage, and provide technical oversight for systems analysis and software development activities, including analysis and design, software development cost and schedule estimation, accepted software and hardware engineering practices, design techniques and tools, and reviews of new and legacy systems and deployment models.
  • Analyze existing systems, document as-is system analysis, and recommend future designs to improve efficiency and reduce cost.
  • Serve as an industry expert on software development tools and applications in one or more areas.
  • Coordinate the installation, development, and management of applications or products.
  • Perform complex maintenance and customization of tools or applications and provide briefings to FDIC end users on their effective use.
  • Transition system development from business use cases to system use cases.
  • Direct completion of tasks within estimated timeframes and budget constraints.
  • Schedule and assign duties to subordinates and formulate and enforce work standards.
  • Coordinate with the Program Manager to ensure problem resolution and customer satisfaction.
  • Create and assess performance measurements and maintain comprehensive knowledge of the information technology industry, business processes, and procedures.
  • Conduct process-mapping sessions and identify key control points to be tested.
  • Serve as a Technical Area Manager for one or more Technical Areas when assigned.
