Requirements
  • A minimum of 2 years of experience in case management, workforce development, training, counseling, customer service, or related human services.
  • Experience interpreting and applying policies and procedures.
  • Proficiency with Microsoft Office and Google Workspace, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work effectively in a fast-paced, team-oriented environment.
  • Strong interpersonal, organizational, time-management, and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Ability to work with a culturally diverse population with cultural sensitivity and professionalism.
  • Ability to motivate participants and serve as a positive role model.
  • A high school diploma or GED is required.
Responsibilities
  • Provide intensive case management services to registered customers within the One-Stop Workforce system.
  • Conduct intake, eligibility determination, and enrollment for WIOA Title I Adult and Dislocated Worker participants.
  • Perform comprehensive assessments to identify skills, strengths, barriers, and employment goals.
  • Develop, implement, and regularly update Individual Employment Plans and Objective Assessment summaries.
  • Maintain regular contact with participants through in-person, virtual, and telephone appointments.
  • Provide documented case management and career planning related to gaining, retaining, and advancing employment.
  • Maintain up to 80 active participants and up to 100 follow-up participants.
  • Provide job development and assist participants with unsubsidized job placement earning a livable wage.
  • Assist participants with resume development, interview preparation, job searches, and career exploration.
  • Use labor market information, demand occupation criteria, California's Eligible Training Provider List, and I-TRAIN to enhance placements.
  • Provide labor market information and support participants in identifying appropriate career pathways.
  • Counsel participants on job opportunities, training programs, and supportive services.
  • Coordinate referrals to training, work-based learning, on-the-job training, work experience, and apprenticeships.
  • Complete Individual Training Account documentation and other required forms for participants entering training.
  • Monitor participant progress in training or employment and address emerging barriers.
  • Determine eligibility for supportive services under WIOA guidelines, make appropriate referrals, track progress, and maintain attendance records.
  • Process and document supportive service and Individual Training Account requests accurately and timely.
  • Ensure services are necessary, reasonable, and appropriately documented to support employment outcomes.
  • Maintain accurate, complete, and timely case files in CalJOBS and other required data systems.
  • Ensure compliance with WIOA regulations, local and state policies, and program performance requirements.
  • Participate in file reviews and audits and implement corrective actions as required.
  • Protect confidential participant information and adhere to data privacy standards.
  • Provide retention and follow-up services for 12 months, beginning immediately after employment starts or program exit.
  • Collaborate with supervisors, quality assurance staff, and workforce partners to ensure coordinated service delivery.
  • Conduct orientations, workshops, job clubs, and group presentations for participants.
  • Participate in staff meetings, training, supervision, and professional development activities.
  • Meet or exceed program benchmarks and complete required reports.
  • Support program initiatives, performance goals, and continuous improvement efforts.
  • Perform other assigned duties and projects.
Desired Qualifications

  • A valid California driver's license and reliable transportation.

Montgomery County, Maryland, United States, July 2026 - WorkSource Montgomery has promoted Barleh Jessica Issoufou to the position of Vice President & Chief Operating Officer, recognizing her outstanding leadership and contributions to advancing workforce development and economic opportunity across Montgomery County. In her new role, Barleh will oversee the organization's business operations, working closely with leadership and cross-functional teams to strengthen operational excellence, enhance organizational performance, and expand innovative workforce solutions that support employers, job seekers, and the broader regional economy. Prior to this promotion, Barleh served as Deputy Director, Workforce Services at WorkSource Montgomery for over three years. In this capacity, she provided strategic direction and operational leadership for workforce development programs and business engagement initiatives, driving organizational performance through data-driven decision-making, cross-sector partnerships, and innovative employment and talent development strategies. Before joining WorkSource Montgomery, Barleh spent more than four years with Career TEAM LLC, where she most recently served as Regional Director of Operations, overseeing the implementation of strategic business plans and operational delivery for Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) programs across the East Coast. Simultaneously, she also served as Executive Director, providing strategic, fiscal, and operational leadership for the District of Columbia's TANF Employment Provider program and helping expand employment opportunities for underserved communities. Earlier in her career, Barleh held leadership positions with Community Purchasing Alliance as Regional Director, where she led strategic planning and innovative purchasing initiatives supporting community organizations, and with EDSI as Program Manager, managing large-scale employment and training programs serving thousands of residents annually. She began her professional journey with the New Jersey Department of Labor & Workforce Development as a Claims Examiner, and also gained valuable community development experience through internships with Volunteers of America Delaware Valley and The Center for Family Services, as well as serving as Youth Volunteer Coordinator with the American Red Cross. Barleh holds a Master of Social Work from the University of Pennsylvania, an academic foundation that has complemented her career in workforce development, community engagement, organizational leadership, and public service. With more than fifteen years of experience spanning workforce development, operations management, public sector partnerships, community engagement, and organizational leadership, Barleh is well positioned to help lead WorkSource Montgomery through its next phase of growth and impact.
