Requirements
  • A degree in Civil Engineering or Structural Engineering is required.
  • Professional Engineering licensure is required.
  • The candidate must possess or acquire training or certifications needed to enter chemical facilities, where necessary.
  • The candidate must be able to provide damage assessments of industrial facilities affected by chemical incidents.
  • The candidate must have experience assessing the structural integrity of severely damaged facilities.
  • The candidate must have, where required, the training and equipment necessary to wear a respirator within a facility, or the ability to obtain them on short notice.
  • The candidate must have the training, certifications, and licenses required to record aerial images using unmanned aerial vehicles (drones).
  • Urban Search and Rescue training is required, including Advanced Structures Specialist certification from the U.S. Army Corps of Engineers and the Federal Emergency Management Agency.
  • The candidate must be proficient with Microsoft Office products, including Microsoft Word, Excel, PowerPoint, Publisher, and Adobe.
  • The candidate must have strong oral and written communication skills.
  • The candidate must be able to meet regulatory and mandatory training requirements applicable to the assigned duties.
  • U.S. citizenship is required.
  • The candidate must be willing to undergo background checks and drug testing when required for the position.
Responsibilities
  • Evaluate structures and brief the government investigation team on building construction, structural systems, damage severity, safety, and hazards.
  • Perform or facilitate testing and analysis to assess structures.
  • Assess and report on structural safety for entry, identify safe entry paths, and recommend mitigative work when necessary.
  • Re-evaluate and report potential structural hazards in entry areas, noting changes since previous assessments.
  • Conduct or facilitate testing and analysis to evaluate structures.
  • Provide daily safety briefings to the investigation team, ensure hazard awareness, and outline emergency procedures.
  • Assist the team during site entry, conduct continual observations, and provide recommendations on structural risks and entry routes.
  • Revise entry plans as needed based on site and environmental conditions.
  • Provide personnel and equipment for aerial photography and videography.
  • Use aerial drones to gather data for safe entry and investigation.
  • Perform consulting services on building codes, damage assessments, and other topics requested by the Chemical Safety and Hazard Investigation Board.
  • Develop reports on requested subjects, review board products, and provide recommended edits.
  • Draft reports detailing structural integrity issues, including analyses, findings, and conclusions.
  • Consult with the government on investigation discoveries, provide expert analysis and feedback, and develop drawings for protocols and work products.
  • Conduct or facilitate testing, research, or hazard mitigation to evaluate or ensure safe entry into the area of interest.
  • Attend government-determined meetings, including pre-incident meetings and meetings based on project complexity.
Desired Qualifications
  • Familiarity with structural analysis software such as SAP2000, ETABS, or STAAD.Pro.
  • Familiarity with computer-aided design software such as AutoCAD or Revit.
  • Familiarity with relevant building codes, regulations, and industry standards.
  • Experience in project management, including planning, budgeting, scheduling, and resource allocation.
  • Experience levels ranging from 0–3 years for entry-level work to 10+ years for senior-level civil or structural engineering roles.
  • The ability to mentor and supervise junior staff members.
  • A master's degree or Ph.D. in civil engineering or a specialized area.
