- A bachelor's degree in Engineering, Construction Management, Finance, or a related field, or equivalent years of experience in the Engineering or Construction industry.
- At least 10 years of cost control experience.
- Proficiency in cost management software such as Prism, Oracle, or Omega 365.
- Understanding of EPC and Alliance contracts, including lump-sum, reimbursable, and unit-rate contracts.
- Ability to interpret project schedules and link schedules to cost forecasts.
- Ability to read and write in English.
- Basic mathematical skills.
- Ability to stand, walk, reach, climb, balance, and perform visual tasks including close and distance vision, depth perception, and focusing.

- Plan, schedule, coordinate, and oversee project-controls activities at the project level.
- Develop and maintain project cost-control structures, including work breakdown structures and cost breakdown structures.
- Track budgets, commitments, expenditures, and forecasts.
- Perform variance analysis, cost trending, and forecast updates.
- Prepare monthly project cost reports and present findings to project leadership.
- Support risk analysis and change-management processes.
- Coordinate with scheduling, subcontracts, procurement, contracts, and finance teams to align cost reporting.
- Mentor junior cost specialists and review their work.
- Strong communication and leadership skills.
- A four-year technical degree.

S&B, a Houston-based engineering, procurement and construction company, has appointed Rob Scott as Senior Vice President, Energy. Scott joins the firm's Executive Committee. Scott brings over 30 years of experience in the global energy sector. He previously served as Managing Director, Americas, for Technip Energies, overseeing a multi-billion-dollar regional portfolio. Earlier in his career, he held leadership positions at Birdon and Bechtel, managing project execution across North America, South America, the Middle East and Australia. At S&B, Scott will support the company's delivery of complex projects in liquefied natural gas, petrochemicals, pipelines and industrial infrastructure. He is a United States Naval Academy graduate and served 20 years in the US Marine Corps.

SB, an engineering, procurement and construction company, has expanded its Noida, India office, increasing capacity by 120 employees to a total of 500. The company held a ribbon-cutting ceremony on 15 December at the India Glycol Complex in Sector 126, Noida. The expansion supports SB's global engineering capabilities and project demand across midstream, energy and power sectors.
