  • Experience with Department of Defense financial processes.
  • Experience with NAVSEA financial tools, including Navy Enterprise Resource Planning, Program Budget Information System, NAVSEA Enterprise Planning System, Research, Development, Test and Evaluation Documentation System, Procurement Documentation System, Computer Optimized Batch Reconciliation Application, Enterprise Data Warehouse, COMPASS, and Advana.
  • A bachelor's degree from an accredited institution in business, finance, or accounting, or five years of relevant business, finance, or accounting experience in lieu of the degree.
  • Must be a United States citizen, able to obtain a government-issued Common Access Card, and possess an active Secret clearance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers; follow audible emergency communications; and sit for prolonged periods while working at a desk and computer.
Responsibilities
  • Provide financial analysis in support of the PMS-317 portfolio across the Planning, Programming, Budgeting, and Execution process.
  • Provide financial management and analytical support to PMS-317 staff and leadership using Navy Enterprise Resource Planning, Program Budget Information System, NAVSEA Enterprise Planning Systems, Research, Development, Test and Evaluation Documentation System, Procurement Documentation System, Computer Optimized Batch Reconciliation Application, NAVSEA Enterprise Data Warehouse, Advana, and COMPASS.
  • Coordinate, support, and analyze Program Objective Memorandum, Budget Estimate Submission, Program Budget Review, and President’s Budget submissions for PMS-317.
  • Provide expertise and support for all aspects of annual business planning for PMS-317.
  • Measure organizational performance, assess the effects of programs and policies on the budget, identify risks, and communicate with PMS-317 leadership.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Perform cost-benefit analyses to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  • Conduct training sessions for company or government agency personnel regarding new budget procedures.
  • Develop or update budget reports for each budget submission showing program funding summaries across the Future Years Defense Plan, including changes from previous submissions and deltas against program requirements.
  • Prepare financial briefing documentation with tables or charts summarizing program funding, execution performance, and overall program status.
  • Create briefs for Program Requirement Reviews and other Program Objective Memorandum briefs, ensuring information is accurate, correctly formatted, and consistent.
  • Monitor and communicate program changes using Program Budget Information System or other appropriate sources, including pending changes and locked or final controls.
