Civil Engineer II:          $89,017 -  $113,679 Annually
Civil Engineer III:         $97,918 -  $131,314 Annually

Full Salary Ranges:

Job Summary:

The City of Greeley is expanding its engineering team and seeking skilled professionals at multiple levels—Civil Engineer II and Civil Engineer III—to help deliver critical transportation and public infrastructure improvements throughout the community.

These positions play a key role in planning, designing, reviewing, constructing, operating, and maintaining transportation infrastructure and capital improvement projects (CIP) within the Public Works & Transportation Department. Successful candidates will contribute to transportation planning, development review, traffic engineering, asset management, and project delivery while working collaboratively with City staff, consultants, contractors, developers, regulatory agencies, and the public.

Civil Engineer II
As a mid-level engineer, you will manage increasingly complex transportation and infrastructure projects through planning, design, and construction. Responsibilities include coordinating with operations and asset management staff, participating in transportation and master planning efforts, managing consultant contracts, overseeing capital improvement projects, supervising contractors and consultants, and providing technical engineering support throughout project delivery and post-construction implementation.

Civil Engineer III
As a senior-level engineer, you will serve as a technical lead and project manager for major transportation and public infrastructure initiatives. This role provides leadership and guidance to engineering staff and is responsible for directing the planning, design, and construction of complex capital improvement projects. The position requires extensive engineering expertise, strong project management capabilities, and the ability to make sound technical decisions while coordinating with stakeholders, consultants, contractors, regulatory agencies, and the public.

Experience, Education, and Skills:
Minimum Requirements:

• Civil Engineer II 
  • Bachelor's degree in Civil Engineering or a closely related engineering field.
  • Minimum three (3) years of professional civil engineering experience.
  • Engineer-in-Training (EIT) certification required.
  • Ability to obtain Professional Engineer (PE) licensure in the State of Colorado within one (1) year of hire.
• Civil Engineer III 
  • Bachelor's degree in Civil Engineering or a closely related engineering field.
  • Minimum five (5) years of progressively responsible engineering experience, including municipal infrastructure, transportation, development review, or public works projects.
  • Licensed Professional Civil Engineer in the State of Colorado.

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND
Possession of a valid driver’s license.

Preferred:

• Master's degree in Civil Engineering, Transportation Engineering, or related field.
• Six (6) or more years of engineering experience in transportation, public works, municipal engineering, or infrastructure delivery.
• Experience with development review, transportation impact studies, and traffic engineering.
• Knowledge of federal, state, and local permitting requirements, including NEPA, the Clean Water Act, and CDPHE regulations.
• Proficiency with ArcGIS Pro, AutoCAD Civil 3D, traffic analysis software, and engineering design applications.

Knowledge, Skills, and Abilities:

• Project Management: Ability to manage engineering contracts and capital improvement projects, including developing project approaches, preparing RFPs, selecting consultants, administering contracts, and overseeing design and construction activities.
• Technical Expertise: Strong knowledge of civil engineering principles, practices, and procedures. Ability to perform technical research, develop project scopes, evaluate alternatives, identify discrepancies, and apply engineering standards to complex projects.
• Communication and Collaboration: Effective verbal and written communication skills with the ability to present technical information, obtain approvals, address concerns, and coordinate with City departments, consultants, contractors, property owners, and regulatory agencies.
• Problem Solving and Decision Making: Ability to analyze complex issues, exercise professional judgment, adapt to changing priorities, and make sound decisions based on engineering principles, policies, standards, and available resources.
• Contract and Budget Administration: Experience managing contracts, project budgets, consultant services, change orders, contractor payments, and capital improvement program funding.
• Leadership and Project Coordination: Ability to lead projects, direct consultants, oversee construction activities, and coordinate with multidisciplinary teams to achieve project objectives.
• Technical and Regulatory Knowledge: Working knowledge of engineering standards, transportation and public works practices, permitting requirements, and applicable local, state, and federal regulations.

Essential Functions:

Development Review and Transportation Planning (All Levels)

• Perform engineering review and technical analysis of development proposals, traffic impact studies, permit applications, and construction documents.
• Ensure compliance with City standards, transportation master plans, engineering criteria, and applicable regulations.
• Evaluate transportation system impacts related to safety, capacity, multimodal access, constructability, maintenance, and long-term asset performance.
• Conduct front-line risk screening of permits affecting public rights-of-way, public space, and transportation infrastructure.
• Identify and escalate high-risk, complex, or non-standard permits to appropriate engineering leadership.
• Utilize traffic modeling, crash data, asset management information, and analytical tools to evaluate transportation system performance.
• Coordinate with City departments, developers, consultants, utility providers, and regulatory agencies throughout project development and review processes.

Traffic Engineering and Operations (All Levels)

• Support data-driven signal optimization, corridor retiming, adaptive signal operations, and traffic-responsive timing strategies.
• Monitor traffic operations and evaluate system performance using field observations and transportation data.
• Coordinate with Traffic Engineering staff, signal operations personnel, contractors, and partner agencies during incidents, special events, and operational activities.
• Conduct field reviews of roadway conditions, traffic control devices, pavement markings, crosswalks, and signal infrastructure.
• Support proactive safety improvements, technology implementation, grant opportunities, and transportation system modernization efforts.
• Assist with interagency coordination and funding discussions to improve mobility, reliability, and safety.

Civil Engineer II Responsibilities

Project and Consultant Management

• Determine project approaches and delivery methods.
• Develop Requests for Proposals (RFPs).
• Participate in consultant selection processes.
• Prepare scopes of work and administer professional service contracts.
• Manage consultant performance and project deliverables.

Capital Improvement Project Delivery

• Manage transportation and infrastructure capital improvement projects.
• Prepare project scopes and planning documents.
• Coordinate design and construction activities.
• Participate in long-range transportation and infrastructure planning.
• Review project plans and recommend modifications as needed.

Permitting and Stakeholder Coordination

• Direct consultants in obtaining permits, easements, and regulatory approvals.
• Coordinate with property owners, utility providers, contractors, and governmental agencies.
• Assist with negotiations related to permits, easements, and project implementation.

Communication and Public Engagement

• Respond to requests from City departments, developers, consultants, contractors, and residents.
• Present project information to internal and external stakeholders.
• Assist with project coordination and resolution of conflicts among competing projects.

Budget Administration

• Assist in preparing and administering project budgets.
• Monitor project expenditures and CIP funding allocations.

Civil Engineer III Responsibilities

Project Leadership and Design Management

• Lead the planning, design, and delivery of major transportation and infrastructure capital improvement projects.
• Develop project work plans, schedules, and implementation strategies.
• Direct engineering design activities and consultant teams.
• Conduct neighborhood meetings and public engagement activities.

Contract Administration and Construction Oversight

• Administer construction contracts and oversee project implementation.
• Conduct pre-bid and pre-construction meetings.
• Interpret engineering plans, specifications, and contract requirements.
• Review and approve change orders, contractor pay requests, and project closeout documentation.
• Coordinate with construction inspectors, utility companies, contractors, and consultants.

Budget and Program Management

• Prepare and monitor project budgets.
• Develop cost estimates and funding recommendations.
• Provide monthly project status reports and executive-level updates.
• Assist in development and prioritization of the Capital Improvement Program.

Technical Research and Strategic Planning

• Perform technical research and evaluate engineering alternatives.
• Prepare reports, recommendations, and presentations regarding transportation and infrastructure improvements.
• Develop long-range CIP recommendations and infrastructure planning strategies.
• Provide expert engineering guidance and recommendations on complex technical issues.

Leadership and Mentorship

• Provide technical leadership and guidance to engineering staff.
• Mentor junior engineers and support professional development efforts.
• Promote consistency in engineering standards, project delivery practices, and quality assurance.
• Performs other duties as assigned.

Supervisory Responsibilities: N/A

Travel: Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

Work Environment:
This position involves a combination of office work and fieldwork. Estimated 70-80% of the time is spent in an office environment, and 20-30% is spent at field sites or project locations.

• Office Environment: A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting.
• Field Environment: Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, traffic or work zones, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site.
• Work may require occasional attendance at meetings outside of normal business hours.
• Must follow all City safety policies and wear appropriate personal protective equipment (PPE) as required.

Physical Requirements:

This position requires a combination of office-based work and active fieldwork in a variety of conditions:

• Mobility: Requires minimal physical effort typically associated with clerical work, including occasional walking or standing. The ability to move throughout the office or work location is necessary, as well as the ability to walk, bend, stoop, reach, or navigate uneven terrain construction zones, and outdoor environments in varying weather conditions during occasional site visits or field inspections.
• Dexterity: Ability to perform repetitive motions for tasks such as typing, writing, and operating standard office equipment. Ability to climb stairs and ladders.
• Strength: Ability to lift and carry materials or equipment weighing up to 25 pounds occasionally.
• Endurance: Ability to sustain focus and attention necessary for extended periods of data analysis, planning, and reporting.
• Vision and Hearing: Sufficient visual acuity to read printed and digital materials, view computer screens, and interpret maps or diagrams. Adequate hearing to participate in verbal conversations, meetings, and virtual communications. Sufficient visual and auditory acuity to assess field conditions, monitor safety hazards, and communicate effectively in potentially noisy environments.
