Requirements
  • Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Human Resources, or a job-related field of study.
  • Three years of demonstrated progressive experience equivalent to Human Resources Analyst, Senior or Human Resources Officer.
  • Experience validating data loads, resolving load errors, and performing quality assurance on hierarchy changes.
  • Ability to compare extracts and reconcile data across systems such as Kronos and Budget.
  • Strong Excel skills for preparing HSDL templates and analyzing position data.
  • Understanding of integration points between human resources, payroll, budget, and timekeeping systems.
  • Ability to document processes, maintain standard operating procedures, and follow strict change management.
  • Strong attention to detail with the ability to prevent data integrity issues.
  • Experience working with ERP teams and functional human resources teams on hierarchy and structure changes.
Responsibilities
  • Performs complex human resources functions for two or more core areas or programs in the central human resources department related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, payroll, and time and attendance.
  • Proactively assesses assigned programs and identifies departmental training needs, then develops policies, procedures, processes, training, and other solutions to address those needs.
  • Interprets human resources policies, procedures, standards, and practices and provides advice and technical or specialized assistance to staff, departments, external agencies, and vendors regarding the assigned area.
  • Researches, analyzes, and compiles complex data and records and prepares correspondence, reports, briefings, recommendations, and other documentation for the assigned area.
  • Conducts audits and assists with planning, developing, revising, and implementing human resources activities, processes, and systems to ensure compliance and meet strategic goals and objectives.
  • Researches, investigates, and resolves complex problems, disputes, and issues for the assigned area.
  • Assists in reviewing prevailing industry practices to identify new strategies and recommend revisions to program design that improve program effectiveness and efficiency.
  • Performs related duties as assigned.
Desired Qualifications
  • Public sector or position control experience.
  • Experience in a post-implementation environment correcting legacy data issues.
