What You’ll Do

CPA seeks an experienced, highly organized, detailed-oriented, and enthusiastic Project Manager, Settlements to provide operational, analytical, compliance, and other support to our growing team, as we advance clean energy goals in a way that adheres to the local priorities of our member agencies. The Project Manager, Settlements is responsible for reviewing and identifying discrepancies with our California Independent System Operator (CASIO) and bilateral counterparty invoices, validating transactions of wholesale market products, and performing after the fact analysis on settlements and Congestion Revenue Rights (CRR) to influence resource optimization and CRR strategies.

The Project Manager, Settlements reports to the Senior Manager, Market Operations. You will work closely with internal teams including but not limited to the Power Supply and Finance teams.

Duties and Responsibilities

CAISO Settlements: Manage the CAISO settlement process for assigned less complex charge codes including validating weekly CAISO settlement statements, identifying and resolving discrepancies, and resolving disputes with the CAISO to recover incorrect charges.
Contract Settlements: Responsible for the review and validation of bilateral counterparty settlements for assigned less complex contracts of CPA's Power Purchase Agreements (PPAs), including wind, solar, hydro, geothermal, and energy storage. Assist with contract language interpretation and pro forma contract language updates to address recurring settlement issues or inefficiencies. Develop and maintain settlement templates and spreadsheets for a portfolio of bilateral contracts, with a focus on contract settlement accuracy and process efficiency. Escalate issues including but not limited to irregularities, discrepancies, and more complex contracts to the Advisor, Settlements for assistance. Responsible for ensuring accurate and complete information prior to submission for approvals of payments of multi-million dollars.
Wholesale Market Product Settlements: Validate transactions of energy, Resource Adequacy capacity, Renewable Energy Credits (RECs), carbon free energy, and other wholesale products. Collaborate with stakeholders to ensure the settlements of the assigned products comply with contract and product deliveries. Manage communications and interactions with counterparties to ensure accurate information is provided and compliance is met.
Finance and Audit Support: Responsible for providing accurate accruals and timely delivery data to Finance for assigned contracts. Support Finance with reporting, compliance filings, and issue resolution as needed. Assist audit efforts and compile necessary data to ensure accuracy and timely responses to audit requests.
Strategic Analysis: Conducts analysis to identify trends and anomalies that impact operations and provides findings to internal stakeholders. Supports the development of recommendations by analyzing large datasets using established models and methodologies. Contributes to building analytical and operational capabilities through collaborative problem solving. Responsible for performing specific analysis on performance of resources, payment calculations, comparing resource output to contractual obligations and forecasts. Responsible for communicating analytical findings to leadership and CPA’s Risk Management Team (RMT), considering current and future risks and opportunities.
Congestion Revenue Rights (CRR) Analysis: Participate in the monthly and annual CRR process and analyze the results to identify trends and opportunities for improvements. Complete filings at CPA’s discretion as well as other market participation requirements.

Qualifications

A bachelor’s degree and at least 2 years relevant experience in energy settlements, scheduling, compliance, market operations, or planning
Experience in ISO and bilateral wholesale electricity market settlements desired
Understanding of CAISO energy market, including familiarity with CAISO charge codes associated with load and supply resources preferred

Work Location

This position is eligible for either Hybrid or Remote options. The Hybrid option requires 2-3 assigned full-time days in the Downtown Los Angeles office and includes a transportation allowance. The Remote & Hybrid options require full-time in-person attendance at organization or team-wide events 3 times per year for 3-5 days per event. All staff are required to work during CPA’s office hours Monday-Friday 8:30am-5:30pm PST.

Benefits

The salary range for this position is $104,355.24-$156,532.35, with exact compensation to be determined by Clean Power Alliance, dependent on experience. Benefits include health care, a 401(k)-like match program, paid vacation, and sick leave. This is not a civil service position; however, all CPA employees are required to submit a Statement of Economic Interests form, also known as the Form 700.

Clean Power Alliance closes $1.4B prepay bond, locking in $91.1M in renewable energy savings

Clean Power Alliance (CPA), California's largest community choice energy aggregator, has closed a $1.4 billion energy prepayment bond, its seventh. The deal should save about $91.1 million over the bond's initial seven years, or $12.7 million a year. CPA has now completed $8.3 billion in prepay bonds, with total initial-period savings of $519.1 million. The tax-exempt bonds let it prepay for renewable energy in return for supplier discounts, historically 8% to 12%. It is the first CPA prepay deal with J.P. Morgan as underwriter, and the first electric prepay deal in the US done with the bank. Moody's rated the bonds Aa3. The energy will come from 440.8MW of wind power agreements. CPA's board has authorised up to $4.5 billion in new prepay deals by June 30, 2027.

Pitzer College and its Claremont peers announce 100% clean electricity transition. Students from the 5C Environmental Justice collective are collaborating with staff and leadership across The Claremont Colleges on an agreement with Clean Power Alliance. One hundred percent renewable electricity is coming to The Claremont Colleges. Arising from a collaboration between students, staff and senior leadership, the consortium's decision lights up a greener future across every campus. The Claremont Colleges consortium is currently finalizing an agreement with the Clean Power Alliance (CPA), one of the largest providers of 100% renewable electricity in the U.S. CPA is a Community Choice Aggregation program that supplies clean electricity to 3 million residents and businesses across Los Angeles and Ventura counties. The student group 5C Environmental Justice (5CEJ) started the groundwork for this initiative in spring 2025. Pitzer College student Wilbur Moffitt '28 soon joined Milo Slevin PO'28, Lucy Reed SCR'28 and other 5C students for their campaign. "I recognized that we needed local initiatives," said Moffitt, who is a philosophy, politics and economics major and environmental analysis minor. "We needed a group of people who can figure out what resources are available in the absence of federal support and who can execute that passion." Reed, a Scripps College student and a campaign co-lead, is grateful for fellow student organizers' support. "We continuously drew on the wisdom of past 5C organizers and invoked stories of their student activism," said Reed. "I am so grateful to have met so many lovely, dedicated, persistent people through this work and feel proud of the community we have built around environmental justice." Pitzer President Strom C. Thacker is proud to see this student-led initiative come to fruition. "It was almost exactly one year ago that Pitzer students first brought this to my open office hours," said Thacker. "This is what Pitzer College is all about, working together as students, faculty, and administration to turn ideas into action in the spirit of community engagement and social responsibility." Environmental sustainability is one of Pitzer's five core values, and that made this initiative even more important to Moffitt. His Pitzer education inspired him to advocate with 5CEJ to eliminate pollutants that harm climate and public health. "Just because the world is what it is right now does not mean we have to stay silent or wait it out," said Moffitt. "There are real things that we could be doing to help real people. At Pitzer, we pride ourselves on giving back to our community." After extensive research, 5CEJ selected CPA as a viable renewable electricity provider. CPA will connect with the pre-existing power grid infrastructure of the campuses while decarbonizing the colleges' electricity supply. Moffitt and other 5CEJ members set out to garner support from the campus community. Among other organizing efforts, 5CEJ's campaign hosted a full day of events at Pomona College's Walker Beach and hosted tables for roughly two dozen student organizations to platform the campaign. Over 150 students attended, and 5CEJ students organized a social media campaign around interviews they conducted there. This and other efforts resulted in 1,300 petition signatures in support of clean electricity. The campus communities' enthusiasm was clear. What remained were financial hurdles. Working closely together. Over many months, 5CEJ met with Thacker and other college leadership in finances, facilities, and sustainability at the 5Cs. The Pitzer Vice President, Chief Operating Officer & Treasurer Laura Schaefer has been instrumental in facilitating a viable plan for The Claremont Colleges, including helping lead the negotiations with CPA on behalf of the consortium. Schaefer, Thacker said, "has been working with students and her peers across the consortium to make this investment in clean electricity a reality." For Moffitt, this effort has resulted in a close working relationship between him and Schaefer. "Laura and I text each other now about this," said Moffitt. "I never expected to be texting the finance director of the school about a monumental shift in environmental purchasing at another institution." "This win demonstrates that we can make community-driven change on a local level even as climate action is being fought against on a national level," said Reed. Moffitt sees his work with 5CEJ as part of Pitzer's culture of community-based advocacy. "What Pitzer has instilled in me is that all of us are, at least to an extent, responsible for creating the change we want to see in the world," said Moffitt. Moffitt said that Pitzer raises up students like him as initiators. They are driving the sustainability revolution through community collaboration. "We are people who are willing to ask difficult questions... and endeavor to find a solution," he said. "I see that as one of my favorite parts of coming here." Moffitt looks forward to supporting more environmental initiatives - including Pitzer's ongoing development of a sustainability plan. Clean Power Alliance secures $963M bond, locking in $66.6M renewable energy savings

Clean Power Alliance (CPA), California's largest community choice energy aggregator, has closed its sixth energy prepayment bond transaction valued at $963 million. The transaction will generate approximately $66.6 million in renewable energy cost savings over the initial 10-year period. With this issuance, CPA has completed $6.9 billion in prepay bond transactions, locking in total savings of $427.9 million. The not-for-profit government agency uses tax-exempt bonds to prepay for renewable energy at discounted rates of 8 to 12 per cent, passing savings to customers through lower electricity rates. This marks CPA's first prepay bond with Morgan Stanley as underwriter. The bonds received a Baa1 rating from Moody's and a Green Bonds designation from Kestrel. During the initial period, CPA will receive approximately 543,000 megawatt-hours annually from geothermal, wind and solar-plus-storage resources totalling 214.5 megawatts capacity.
