Requirements
  • At least 15 years of combined field and management experience is preferred.

Responsibilities
  • Set up estimates, estimate binders or digital files, invited subcontractor lists, and solicitation invitations for preconstruction pursuits.
  • Identify and solicit appropriate subcontractors for preconstruction pursuits and ensure adequate subcontractor coverage across each scope of work.
  • Ensure estimators communicate persistently with subcontractors and follow up to review project scope and pricing before bid day.
  • Review request-for-proposal and quote documents and assess the resources and actions required to complete estimates and proposals.
  • Assess potential risks and recommend countermeasures.
  • Review design documents and identify scope items with cost implications.
  • Lead estimation and design teams for estimates and proposals.
  • Analyze scope and identify value engineering cost deductions and opportunities, as well as a winning strategy.
  • Review estimates across all disciplines.
  • Review and finalize proposal documents.
  • Create preliminary project schedules, including critical paths based on design, permitting, procurement, and construction durations.
  • Review scope and quantity information with subcontractors before bid day.
  • Identify and resolve design conflicts and missing information by preparing, tracking, submitting, and distributing preconstruction requests for information.
  • Coordinate with team members to identify fringe scopes of work and include them properly in estimates.
  • Review design iterations, addenda, and updates; identify scope changes that may affect costs; update internal documents; communicate changes to subcontractors; and ensure subcontractors receive updated design documents.
  • Lead post-submittal preconstruction efforts, including organizing final estimate notebooks, maintaining pursuit documents and plans, and notifying subcontractors of pursuit outcomes.
  • Identify and prequalify new subcontractors.
  • Create preliminary preconstruction pursuit schedules.
  • Assist with purchasing and issuing subcontracts and purchase orders.
  • Assist with conceptual estimating for preliminary preconstruction pursuits.
  • Assist marketing and business development with creating and submitting project proposals.
  • Train other employees in the use and execution of required preconstruction systems and procedures.
Desired Qualifications
  • A Bachelor of Science degree in Construction Management or a related engineering discipline is preferred.
