  • A bachelor's degree in Mathematics, Economics, Statistics, or another business-related field.
  • At least 3 years of relevant consulting or industry experience.
  • Proficiency with word processing, spreadsheet, presentation creation, and Internet research tools.
  • Experience identifying and validating pension plan data.
  • Experience performing pension plan calculations.
  • Actuarial credentials such as Associate of the Society of Actuaries, Enrolled Actuary, or Fellow of the Society of Actuaries, or progress toward attaining them.
  • Ability to obtain and maintain the required clearance for the role.
  • Knowledge of statistics, probability, and calculus.
  • Experience with computers and statistical modeling software.
  • Knowledge of business and financial concepts.
  • Ability to organize and track multiple projects or cases.
  • United States citizenship is required.
  • Ability to obtain Facility Access Authorization, also referred to as Employment Authorization, from the designated United States Government security office.
  • Ability to qualify for background investigative requirements up to a Top Secret or Department of Energy Q clearance.
  • Ability to complete a Financial Disclosure Statement if required.
Responsibilities
  • Conduct testing and assessments, planning and analysis, develop solutions to improve productivity, and maintain organized documentation.
  • Lead pod teams of professionals and team members while adhering to client delivery, analysis support, engagement, client, and firm policies and guidelines.
  • Study statistical data to create analyses.
  • Create estimates of probability and likely costs for events such as death, natural disasters, or sickness.
  • Calculate how insurance policies for different types of coverage are likely to pay out.
  • Generate charts, present them in meetings, and explain the information.
  • Analyze reports to determine next steps for the company or client.
  • Participate in and lead development of deliverable content that meets client and contract needs.
  • Anticipate client needs and formulate solutions to client issues.
  • Review deliverables for accuracy and quality.
  • Provide coaching to junior staff.
  • Contribute to new business proposals and proposal development.
  • Review eligibility and priority groups for plans applying for Special Financial Assistance.
  • Review and update reports tracking active, completed, and in-progress Special Financial Assistance cases.
  • Review and update standard reports for presentation and certification of Special Financial Assistance application review results.
  • Train Pension Benefit Guaranty Corporation staff on Special Financial Assistance application review.
  • Prepare and develop case reporting for internal and external stakeholders.
  • Review post-approval financial and actuarial determinations concerning mergers, transfers, and withdrawal liability settlements.
  • Monitor plans receiving Special Financial Assistance for compliance with conditions.
  • Review application information and its organization in systems for completeness.
  • Review plan-status certifications, actuarial valuation reports, and other actuarial reports submitted in applications.
  • Review cash-flow projections and actuarial calculations in applications.
  • Review assumptions and supporting documentation for cash-flow projections and actuarial calculations.
  • Identify proposed changes in actuarial assumptions from pre-2021 zone-status certifications and review supporting evidence for reasonableness.
  • Review calculations of Special Financial Assistance amounts.
  • Prepare summaries of financial and actuarial information included in applications.
  • Review actuarial assumptions, plan provisions, projected benefits, contribution projections, investment rates of return, repayment of suspended benefits, new-entrant assumptions, and historical data for accuracy and completeness.
  • Review census data and produce projected benefits reflecting plan provisions when requested.
  • Prepare reports presenting findings and formal actuarial certification of Special Financial Assistance application-review results.
  • Provide litigation support, including testimony and depositions, when required.
  • Analyze the impact of proposed legislation affecting single-employer or multiemployer pension plans.
  • Provide training on changing pension laws and regulations, analyze the appropriateness of actuarial assumptions, and support Pension Benefit Guaranty Corporation financial statements as needed.
Desired Qualifications
  • A bachelor's degree in Actuarial Science or a related field; a master's degree in Actuarial Science may also be pursued.
  • Python experience.
  • Knowledge and experience with multiemployer defined benefit plans, the Employee Retirement Income Security Act, defined benefit plan limitations and guidelines, and defined benefit plan assets used to pay benefits.
  • Experience with financial analysis, change management, restructuring actuarial analysis, and restructuring negotiations.
  • Experience with census data analysis, standard-procedure documentation, and management-report tracking.
  • Experience with financial and actuarial analysis, case reporting, contribution projections, data analysis, and actuarial calculations.
  • Experience working with multiemployer pension-plan data or familiarity with multiemployer pension plans.
  • Ability to support consultations on pension-plan administration leading practices, including process and operational efficiencies.
  • Experience working independently with minimal supervision and guidance.
  • Problem-solving and troubleshooting experience using mature judgment.
  • Experience prioritizing workload to meet deadlines and work objectives.
  • Ability to write clearly and succinctly for a wide audience.
  • Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, Publisher, and Adobe.
  • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word, and proficiency with Adobe Acrobat, data-analytic tools, and Visio.
