Requirements
  • Basic mathematical skills and proficiency in reading, writing, and speaking English.
  • Ability to work in a fast-paced environment and prioritize assignments to meet deadlines.
  • At least 2 years of experience in management, training, and evaluation with Tax Credit properties.
  • Knowledge of Microsoft Word, Excel, and Outlook.
Responsibilities
  • Manage the day-to-day administration of various properties, including supervising staff and handling resident complaints, grievances, inquiries, and concerns.
  • Ensure incoming inquiries and communications are acknowledged and answered in a timely and appropriate manner.
  • Apply property rules and regulations, leases, lease addenda, and related documentation consistently, and document violations.
  • Become familiar with all regulatory guidelines and requirements applicable to each property.
  • Oversee the processing, completion, and maintenance of accurate resident files at move-in and each recertification within established regulatory guidelines.
  • Ensure compliance with federal, state, and local regulatory requirements and prepare and submit accurate, timely reports.
  • Develop and maintain an emergency plan, respond promptly to site emergencies, and communicate incident reports to the Regional Manager within 24 hours.
  • Attend required or requested training and seminars to stay current on industry trends and changing conditions.
  • Consult with Regional Managers to resolve problems as needed.
  • Ensure property staff follow JSCo and owner policies and procedures.
  • Ensure rents and other monies are collected properly, transactions are accurately entered in MRI, and regular deposits are completed.
  • Review delinquent accounts and resident receivables and determine collection actions in consultation with the Regional Manager when necessary.
  • Ensure adherence to accounting and reporting procedures required by JSCo and ownership.
  • Interview, hire, train, evaluate, motivate, develop, discipline, and terminate property staff in accordance with company policies.
  • Conduct monthly staff and safety meetings.
  • Conduct timely annual staff evaluations and establish goals and objectives for the next evaluation period.
  • Recommend pay increases based on the available budget.
  • Coach, train, and manage staff performance throughout the year.
  • Handle employee complaints and grievances.
  • Set staff schedules, including delegating emergency tasks to on-call staff.
  • Review and approve employee timesheets for accurate timekeeping and pay practices.
  • Implement, enforce, and help develop the company safety program.
  • Ensure staff adhere to fair housing laws and maintain productive staff working relationships.
  • Ensure outside-agency employees, such as security personnel, perform their duties correctly and coordinate corrective action when needed.
  • Maintain occupancy levels for the applicable programs and projects.
  • Develop and implement marketing plans that comply with federal, state, local, and regulatory requirements.
  • Maintain and enforce waiting-list protocols in accordance with company, ownership, and regulatory requirements.
  • Evaluate regulatory agreements when filling vacancies.
  • Oversee review and analysis of rental applications and leases for compliance with the Resident Selection Policy.
  • Ensure compliance with HUD, TCAC, HOME Program, RHCP, CalHFA, AHP, audits, and site visits.
  • Ensure unit tours and applicant interviews, including potential resident income verification, comply with selection policies and program requirements.
  • Ensure appropriate documentation is obtained, certifications are completed, and deposits and rents are collected according to program policies and procedures.
  • Prepare regular market surveys when requested.
  • Attend professional activities, meetings, organizations, regulatory agency meetings, and inspections.
  • Maintain professional relationships with residents and comply with Fair Housing, Equal Employment, and Equal Housing Opportunity requirements.
  • Ensure site staff respond to resident requests and complaints promptly, efficiently, and courteously, and personally handle unusual or sensitive matters as necessary.
  • Conduct monthly resident meetings when required by the property.
  • Work with outside agencies to provide resident services.
  • Manage resident evictions in compliance with court orders and directions from legal counsel or the Regional Manager.
  • Supervise maintenance and janitorial staff, vendors, and temporary personnel and ensure the quality and completion of their work.
  • Supervise routine and preventive maintenance and janitorial scheduling and conduct follow-up inspections.
  • Oversee property upkeep and maintenance.
  • Ensure timely completion of work orders and turnover of vacant units.
  • Ensure vacant units are regularly inspected and ready for showing.
  • Maintain common areas, landscaping, and related property areas in good condition.
  • Determine personnel coverage for emergency maintenance.
  • Balance maintenance priorities, use capital resources effectively, and follow budgets.
  • Ensure annual or more frequent unit inspections, follow-up housekeeping letters, work orders, and resident maintenance charge-backs.
  • Ensure safety inspections and reports are updated and completed.
  • Provide for employee and property safety and security as necessary.
  • Ensure compliance with ownership and JSCo safety and maintenance requirements.
  • Review and analyze monthly income statements, expense statements, and rent rolls and report problems to the Regional Manager or ownership.
  • Analyze monthly financial and rent-roll information to identify ways to increase revenue.
  • Work with the Regional Manager or ownership to prepare the annual budget based on historical and anticipated spending, including capital replacements.
  • Solicit bids, select contract services, negotiate vendor service agreements, and monitor vendor performance for compliance with service standards.
  • Address ownership-specific requirements and ensure staff implement them.
