Requirements
  • Bachelor’s degree from an accredited college or university in fields such as an engineering discipline, business administration, or security management; Master’s degree can substitute for five years of relevant commercial or government experience
  • At least 10 years of relevant commercial or government experience, including at least 5 years of relevant security-related experience and 5 years of experience in conducting appraisals
  • Detailed knowledge of safeguards and security, including protection program management, vulnerability assessment techniques, site safeguards and security plans, security surveys, self-assessment programs, and the interactions among various elements of a comprehensive protection program (for example physical security, protective force operations, material control and accountability, and personnel security)
  • Ability to evaluate the application of a wide range of security requirements, plans, systems, and procedures sufficient to evaluate compliance with regulations and standards and the overall effectiveness of a program
  • Knowledge of techniques to protect special nuclear materials and classified matter against diversion, theft, sabotage and espionage, including from insider threats
  • Good understanding of Agency mission support efforts and ability to help line management identify solutions to complex problems; demonstrated ability to develop reports and presentations (verbal and written) understandable to a management audience; excellent oral and written communications skills
  • U.S. citizenship is required; ability to obtain and maintain a Facility Access Authorization; proficient with Microsoft Office products and related tools; willingness to travel as coordinated; location is CONUS Mid Atlantic Washington Metropolitan Area
Responsibilities
  • Observe and report on the performance of Federal and contractor organizations’ implementation of security and safety policies and programs
  • Apply enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements
  • Develop and deliver security and safety training programs reflecting best practices and lessons learned from EA independent assessments to enhance workforce performance
  • Provide technical expertise to perform the effort for a full scope of oversight program and support activities for the enforcement and training programs in the areas of safeguards and security; cyber security; emergency management; environment, safety, and health; as well as general and cross-cutting support
Desired Qualifications
  • Security clearance is implied for engagement; Facility Access Authorization eligibility; Advanced proficiency with Excel, Access, Outlook, PowerPoint, Word, and proficient with Adobe Acrobat, data analytic tools, and Visio
  • Ability to develop and deliver security training programs beyond basic requirements (if not already listed)
  • Experience with federal government oversight, enforcement actions, and training program development could be considered desirable
