  • A bachelor's degree in Business Administration, Contract Management, Legal Studies, Finance, Supply Chain Management, or a related field is required; an equivalent combination of education and experience may be considered.
  • A minimum of 4–7 years of progressive experience in contract management, contract administration, procurement, legal operations, or a related field is required.
  • Demonstrated experience managing the full contract lifecycle, including drafting, reviewing, negotiating, executing, administering, and closing contracts.
  • Strong knowledge of contract law, commercial terms and conditions, and risk management principles.
  • Experience working in a fast-paced, deadline-driven environment and managing multiple priorities simultaneously.
  • Strong written and verbal communication skills to communicate effectively across all levels of the organization.
  • Proven ability to build collaborative relationships with internal and external stakeholders.
  • High attention to detail and strong organizational skills, including the ability to manage confidential and sensitive information.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Experience using contract lifecycle management systems, document management systems, or enterprise resource planning software.
  • Ability to interpret complex contractual language and communicate business implications to non-legal stakeholders.
  • Demonstrated ability to exercise sound judgment, work independently, and make decisions with minimal supervision.
  • Ability to handle large amounts of diverse, often conflicting information and coordinate actions with parties at all staff levels, from administrative to executive.
  • In-depth knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Cost Accounting Standards, and government procurement policies and practices.
  • Experience with government solicitations, including requests for proposals, requests for quotations, and requests for information.
  • Experience managing government contracts, including cost-type, firm-fixed-price, firm-fixed-price level-of-effort, time-and-materials, indefinite-delivery/indefinite-quantity, government-wide acquisition contracts, and General Services Administration Multiple Award Schedules; reviewing representations and certifications, subcontracting issues, and pricing.
  • Experience managing contracts valued at $20 million and up.
  • Understanding of organizational conflict of interest issues.
  • Must be a U.S. citizen and must possess or be able to obtain a Secret security clearance.
  • Ability to lift up to 15 pounds at times.
Responsibilities
  • Serve as the primary interface for all contracts with all entities by managing contracts, resolving contractual issues, and signing contractual documents.
  • Manage the full contract lifecycle, including negotiating, developing, administering, and closing out contracts.
  • Negotiate contract terms with customers, vendors, suppliers, and business partners while balancing legal, financial, and operational risks.
  • Maintain an organized contract management system and accurately track agreements, amendments, renewals, and supporting documentation.
  • Track and report key contract metrics, risks, compliance issues, and performance indicators to management.
  • Manage multiple high-priority projects simultaneously while meeting deadlines.
  • Participate in special projects, process improvement initiatives, system implementations, acquisitions, or organizational changes as assigned.
  • Partner with Legal, Finance, Operations, Sales, Business Development, Human Resources, and Program Management to administer contracts and support project execution.
  • Administer awarded project contracts with technical and program management teams, including managing customer contract relationships, monitoring program compliance with contract terms and current government regulations, supporting performance and reporting data tracking, resolving contract or program issues, and supporting successful program execution in accordance with organizational policies and procedures.
  • Serve as a primary interface between Albers Aerospace and agency or prime contractor contracting officers for awarded and proposed contract issues, developing timely solutions that balance company and customer interests.
  • Review, interpret, negotiate, and administer contracts; identify legal and business risks; and advise leadership on mitigation strategies.
  • Support business development for prospective contracts by developing, drafting, reviewing, signing, and submitting proposal documents, including requests for information, requests for quotations, requests for proposals, work statements, pricing, organizational conflict of interest certifications, and quality plans.
  • Review and approve company representations and certifications and subcontracting plans for business proposals.
  • Research contract and subcontract disputes to determine responsibility and final resolution.
  • Review government solicitations for executives and analyze the protocols and resources needed to comply with proposed obligations.
  • Flag concerns with government solicitations and brief senior leadership on significant terms and risks.
  • Participate in proposal bid/no-bid analysis.
  • Maintain the contract document management system, including tracking and reporting contract funding, portfolio, backlog, and historical award information.
  • Oversee government reporting and periodic compliance filings, including System for Award Management registration, General Services Administration schedule reporting, Federal Funding Accountability and Transparency Act Sub-award Reporting System reporting, Electronic Subcontracting Reporting System reporting, Contractor Performance Assessment Reporting System ratings, service contractor reporting, and Freedom of Information Act requests.
  • Analyze solicitation requirements and prepare compliant responses to federal agency requests for proposals across contract types, including firm-fixed-price, fixed-price incentive, time-and-materials, cost-plus-incentive-fee, cost-plus-fixed-fee, and other cost-reimbursable contract types.
  • Lead research, development, service, and production cost proposals in sole-source and competitive environments in accordance with requests for proposals.
  • Analyze request-for-proposal requirements; develop and present cost kickoff briefings and pricing proposals; analyze cost data; and support negotiations.
  • Work with capture managers, program managers, engineering, contracts, finance/accounting, and operations personnel to ensure proposals comply with Cost Accounting Standards and company policies and procedures.
  • Lead and attend client kickoff meetings, business development/project team handoffs, and other client-facing events.
  • Implement contracting strategies, answer questions about operational contracting, contribute to new business contracting solutions, and support business planning activities.
  • Apply in-depth knowledge of the Federal Acquisition Regulation and accounting practices, including audits, cost pools, rates, and contract cost data analysis.
  • Respond to proposal deadlines and customer requests in a timely manner.
  • Raise potential contract compliance issues to the Executive Vice President of Finance and Administration.
  • Perform other assigned tasks as business demands require; the scope of the role may change as needed.
  • Work onsite in an office environment and travel occasionally as business needs require; travel is typically infrequent and planned in advance.
  • Perform essential functions satisfactorily with or without reasonable accommodation.
