About the company

Benchmark Analytics provides a SaaS platform for police departments to manage and analyze officer data through the Benchmark Management System (BMS), which stores information on officers across use-of-force, complaints, training, and commendations to create a complete view of performance. The First Sign early intervention system, developed with the University of Chicago, uses a large officer-performance database to flag at-risk behavior, and the CARE engine helps supervisors design structured actions to support officers. The product is delivered as a subscription service and targets large agencies in the U.S., with clients like the NYPD and Los Angeles County Sheriff. Its goal is to improve accountability, reduce risk, and support officer wellness and performance with an integrated, data-driven personnel management system.

Dowell presses Chicago police on settlement costs tied to pursuits.

Dowell presses Chicago police on settlement costs tied to pursuits. The city has paid more than $1.2 billion in police settlements from 2012 to 2025, with more than $230 million in 2025 alone, Alderman Dowell said. 5h ago Thursday, Oct 29 By Chicago City Wire Staff Reports Chicago police officials faced questions Wednesday, Oct. 28, about the cost of lawsuit settlements linked to vehicle pursuits during a Committee on Budget and Government Operations hearing. Alderman Dowell asked Superintendent Fred Waller whether the department had considered GPS tracking technology, such as a device fired onto a fleeing car from a police vehicle, to avoid chases altogether. THE PROPOSAL "Just the other day, we had a car on Archer and State that was blocked in by police car, and this car was backing up, going forward, ended up getting away," Dowell said, adding that such a tool could let officers simply track where a car stopped instead. WALLER'S RESPONSE Waller said the department already uses helicopters for a similar purpose, following suspect vehicles from the air and directing officers once the car stops. "A lot of times, Alderman, as you have seen in different settlements, it's not worth the vehicle, unless that person has just shot or killed someone, us pursuing someone that in dangerous type of traffic situations. It's just not worth that effort," Waller said. BUDGET CONTEXT Dowell said the proposed budget borrows $480 million to cover settlements and judgments, after borrowing $283 million the prior year. She asked how investments in early intervention systems and supervision would help prevent such payouts going forward. ACCOUNTABILITY QUESTION Dowell also pressed on whether officers involved in repeat problem incidents face real consequences. "If we don't institute something related to the policy or create some consequence for being out of policy, how do we expect there, from a risk management perspective, for any of this stuff to change?" she asked. Executive Director Allison Clark-Henson said a new early intervention system being developed with Benchmark Analytics is meant to identify patterns before they lead to serious incidents, though she said it functions separately from the disciplinary process handled by the Bureau of Internal Affairs.
