Requirements
  • Bachelor’s degree in Business, Health-related fields, Health Information, Engineering, Computer Science, or a related discipline — or equivalent experience.
  • Relevant certifications such as CHIM, CPHIMS-CA, PMP are considered assets.
  • Minimum 5 years of experience in: Business process analysis, including identifying, evaluating, and optimizing workflows and documentation to support strategic and operational objectives. Information Management/Technology solution adoption, implementation, and change management.
  • Experience in data analysis and business intelligence.
  • Strong knowledge of process mapping techniques and related applications.
  • Excellent understanding of the Solution Development Lifecycle and healthcare data standards, including HL7 FHIR, HL7 v2, SNOMED CT, LOINC, ICD, IHE, ISO, etc.
  • Solid domain knowledge of digital product solutions used at provincial and local levels.
  • Good understanding of Information Technology/Information Governance and solution management practices.
Responsibilities
  • Lead the creation and management of project and portfolio documentation including agendas, minutes, charters, logs (action, issue, risk, decision), integrated plans, lessons learned, close-out reports, presentations, and other governance artifacts.
  • Ensure all documentation adheres to organizational standards, is version-controlled, and centrally accessible.
  • Monitor team commitments, proactively identify risks, and follow up to ensure accountability.
  • Prepare scheduled and ad hoc reports; support special projects as assigned.
  • Apply knowledge of project management methodologies (e.g., Waterfall, Agile) throughout the project lifecycle.
  • Demonstrate familiarity with healthcare legislation such as PHIPA, Connecting Care Act, Integrated Community Health Services Centres Act, Public Hospitals Act, and other relevant provincial regulations.
  • Develop detailed workstreams and project plans by engaging appropriate subject matter experts.
  • Recommend strategies to improve project performance and outcomes.
  • Make sound decisions and recommendations with consideration for long-term strategy and context.
  • Foster a collaborative environment across business, clinical, and technical teams to support the adoption and application of digital health standards.
  • Initiate and lead stakeholder meetings (internal and external) to advocate for digital health standards and interoperability compliance.
  • Support additional activities as defined by Digital Health Standards leadership in collaboration with relevant departments and stakeholders.
  • Perform business and client requirement analysis to support standards development, operations, and deployment projects; recommend and implement solutions.
  • Develop and maintain process/solution documentation including workflows, use cases, user guides, and training materials.
  • Identify opportunities for improvement in deployment, operational, and registration processes.
  • Solve business problems and provide leadership and guidance to clients and adoption teams.
  • Educate stakeholders across the healthcare sector on Ontario Health policies, concepts, and processes.
  • Support integration of various data sources while ensuring data quality requirements are met.
  • Analyze and resolve issues related to project, portfolio, governance data quality, accessibility, and interpretation.
  • Prepare and maintain system documentation, user guides, process maps, operations documents, and training manuals.
  • Collaborate with cross-functional teams to ensure consistent execution of work assignments.
  • Develop and manage workload, tasks, and initiatives for standards development and governance.
  • Assist in identifying product synergies to support efficient standards delivery.
  • Lead and implement changes in procedures and business intelligence to improve operational efficiency and alignment.
  • Maintain a strong understanding of Ontario Health products, policies, procedures, standards, and business domain knowledge.
