  • A bachelor's degree is required.
  • An active Secret clearance is required.
  • Level III certification in the Acquisition Career Field (Program Management) is preferred.
  • One year of specialized experience is preferred, including serving as liaison for financial statement auditor requests to ASA ALT and facilitating complete, accurate, and timely responses.
  • One year of specialized experience is preferred, including developing business process maps and narratives that identify necessary key internal controls and corrective action or milestone plans for control gaps or deficiencies.
  • One year of specialized experience is preferred, including analyzing business processes to identify and evaluate key controls and recommending improvements.
  • Ability to communicate clearly and effectively at all levels through in-person, email, and video teleconference mediums.
Responsibilities
  • Serve as principal analyst to the Director of the Audit Readiness Cell on business matters concerning the development and execution of Audit Readiness.
  • Apply knowledge of acquisition management rules, regulations, laws, and Army and Department of Defense acquisition policies and processes.
  • Plan, program, budget, schedule, and execute financial management activities, including contracting oversight, cost and risk analyses, and engineering oversight.
  • Oversee the integration of functions to develop metrics covering funding, procurement oversight, testing, cost, schedule, performance, engineering oversight, and strategic planning.
  • Use evaluation and testing findings and best practices to establish or modify financial management processes that conform to audit readiness reporting requirements.
  • Oversee maintenance and publication of corrective plans outlining control gaps and the steps required for remediation.
  • Direct development of process flow charts depicting, by assessable unit, the distribution and responsibility for each financial management process and fund-type variation.
  • Provide technical direction for training improvement plans identifying milestones and timelines for training the PEO workforce based on evaluation and testing results and financial process changes.
  • Plan and organize reviews and provide direction and technical and professional guidance to review teams.
  • Assume comprehensive responsibility for reviews undertaken.
  • Determine whether review programs meet overall objectives and whether coordination across organizational lines of authority is required.
  • Obtain proper coordination with functional personnel when reviews cross organizational lines of authority.
  • Contact general officers and senior executive service personnel to complete reviews.
  • Brief, inform, and persuade officials regarding the validity of review programs and the methodologies and procedures used to obtain acceptance and approval.
  • Define goals for implementing review programs as they apply to individual or team responsibilities.
  • Identify goals and objectives requiring additional emphasis.
  • Review and evaluate team progress and endorse or recommend methods for achieving objectives.
  • Supervise development of policies and procedures for the internal review program within the command.
  • Interpret policies and procedures in response to inquiries and through liaison with external Army Audit Readiness agencies and senior command officials.
  • Perform other duties as assigned.
