  • Knowledge and experience using Microsoft Windows, Word, Excel, Access, Outlook, Internet Explorer, PowerPoint, Publisher, Adobe, Adobe Acrobat, data analytic tools, and Visio.
  • Knowledge and experience operating small office machines, including calculators, fax machines, scanning devices, postage meters, and copy machines.
  • Knowledge and experience with general office procedures, including preparing reports, spreadsheets, and filing, as well as certified-mail and return-receipt-mail procedures.
  • Ability to work independently.
  • Basic and courteous telephone skills.
  • Ability to learn and assist with entering and maintaining information in Natural Resources Conservation Service software, including Protracts, Toolkit, and Performance Results System.
  • Excellent oral and written communication skills.
  • U.S. citizenship is required.
  • Eligibility for a Facility Access Authorization, also referred to as an Employment Authorization, from the U.S. Government's designated Security Office.
  • Some lifting may be required, including boxes or files.
Responsibilities
  • Provide support with collecting and assembling cost data and processing payment application requests and programs, including reviewing invoices, vouchers, and miscellaneous paperwork associated with Natural Resources Conservation Service programs.
  • Compile supporting documents to substantiate payment requests and verify that requests comply with long-term contracting provisions and obligated spending limits before payment submission.
  • Track producer requests for wetland compliance and highly erodible land assistance, maintain related case files, and track appeals related to issued determinations.
  • Review documentation for accuracy, regulatory compliance, and justification of vouchers, invoices, claims, statements, and other payment requests; process payment information and route completed documents for signature and payment.
  • Establish and maintain contracting files and producer records, receive and assemble program applications, collect producer eligibility information, and compile contract documentation such as conservation plans, maps, photographs, resource data, and technical material.
  • Assist with driving government vehicles to local shops for routine maintenance and track vehicle maintenance and mileage logs.
  • Assist Natural Resources Conservation Service staff in coordinating between contractors and landowners regarding practice statements of work and deliverables.
  • Schedule office-machine technical-support and maintenance calls.
  • Process mail using proper postage, prepare packages for shipment, deliver packages to drop-off sites, and handle package pickup and distribution.
  • Assist with assembling technical notes and project documentation required to process modifications.
  • Provide technical information to program applicants and participants regarding program and land eligibility requirements.
  • Guide program applicants and participants through required conservation-planning steps and provide basic explanations of practice statements of work and deliverable requirements, deferring site-specific questions to Natural Resources Conservation Service officials.
  • Upload photos to Toolkit and Data Management System.
  • Contact cooperators to follow up on conservation-plan progress and transfer landowners to appropriate staff when concerns arise about acceptance of conservation measures.
  • Interact with the public in an office setting.
