Requirements
  • Hands-on experience delivering emergency management, disaster recovery, or community impact studies for public-sector clients.
  • Ability to lead or support mixed-methods community impact assessments and client workshops.
  • Ability to work as a 1099, project-based collaborator and travel as needed for client on-site work.
Responsibilities
  • Lead or support disaster community impact studies and related emergency management or resilience assessments for county and state clients.
  • Design and execute community impact methodologies, including household and business surveys, stakeholder interviews, and secondary data synthesis.
  • Align findings to Federal Emergency Management Agency, Office of Homeland Security and Emergency Management, or grant-program reporting frameworks where applicable.
  • Produce clear reports, recommendations, and presentation materials for emergency management leadership.
  • Contribute emergency management and disaster-impact content and past-performance narratives to AlphaGov proposals when permissioned.
Desired Qualifications
  • Prior county Office of Homeland Security and Emergency Management, homeland security, or Federal Emergency Management Agency-funded assessment experience.
  • Familiarity with Texas or large-county emergency management program environments.
  • Relevant credentials such as Certified Emergency Manager, Professional Emergency Manager, or similar.
